The position is located in the United Nations Development Coordination Office (UNDCO) Headquarters in New York. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The incumbent reports to the Chief of the Resident Coordinator (RC) System Business Management Branch.

  Responsibilities

Within delegated authority, the Chief, Global Programme Finance Management Section, will be responsible for the following: • Manages and oversees the functions and staff of the Global Programme Finance Management Section. • Oversees the development and observance of Finance and Results Based Management (RBM) policies and strategies as per General Assembly requirements to enable reporting and a system-wide approach for all of Resident Coordinator (RC) System at Headquarters, regional and country levels. • Coordinates policy development on global programme finance; reviews assessments of issues and trends, prepares evaluations, research activities, and studies, • Ensures substantive and financial results reporting on a regular basis. • Provides strategic planning based on RBM principles. • Develops budgets and RBM frameworks designed to report on financial and programmatic work plans. • Creates a global framework to integrate country and regional level results data for analysis, reporting and results-based budgeting (RBB). • Leads the process of establishing development budgets. Coordinates tasks related to RC system budgets and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Supports the establishment of RC budget allocations and authorized spending limits. • Prepares budget reports, monitors financial transactions and provides advice on troubleshooting; • Keeps abreast of latest emerging trends and innovative approaches in global programme finance. Provides policy guidance to UNDCO senior management on development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. • Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, liaising with other organizations of the United Nations System, donors and agencies as appropriate. • Manages, supervises and carries out the work programme of Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section meet required standards before completion to ensure they comply with the relevant mandates. • Prepares inputs for the work programme of the UNDCO, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic and administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for Section taking due account geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Section and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming RBB and RBM guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels (gender budgeting). • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. Oversees the collection of data from United Nations Country Teams (UNCTs) on budgetary figures and country and regional work plan indicators. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to financial reports, etc. Ensures the preparation and monitoring of budgets, regular analysis and reporting on the budget approvals and the delivery situation. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned global financing tasks/guidelines. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • Performs other related duties, as required.

  Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, accounting, finance, law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  Work Experience

A minimum of ten years of progressively responsible experience in project finance or programme management, administration or related area is required. A minimum of three years of experience managing and overseeing programmes related to development finance is required. Experience in managing a finance team in the area of development cooperation is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience in managing large multicultural teams at the country, regional or global levels is desirable. Experience working at the headquarters of a development cooperation agency is desirable Experience with inter-agency or inter-organizational collaboration in the development sector is desirable. Field experience in development cooperation is desirable.

  Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.

  Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is available for an initial period of one year. Extension of appointment is subject to the availability of funds.
