Project Background

The project Vietnam Sustainable Forest Management Activity (SFMA/the Project) will work with the Government of Vietnam to reduce carbon emissions associated with deforestation, the degradation of natural forests, and poor plantation management. The Project will implement a “Green Prosperity” and circular economy approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth.

The Project is implemented in seven provinces and focuses on five objectives:

1. Improving and expanding community forest management

2. Promoting conservation-friendly enterprises

3. Improving law enforcement to tackle environmental crimes

4. Enhancing the management of production forests

5. Mobilizing domestic resources

Specific tasks and duties

The Forest Monitoring Specialist (the Specialist) works as a part of RECOFTC Viet Nam team and will be supervised by the Community Forestry Management Director, Sustainable Forest Management Activity (SFMA). They will contribute to the success of the SFM Objective 1, to “Improve and expand community forest management”. The Specialist will

concentrate on defining and developing monitoring capacity for SFMA staff and guide project counterparts to implement cost-effectively monitoring of interventions in forestry, agriculture and other sectors in the target forest areas under community forest management.

The Forest Monitoring Specialist’s main duties are:

● Serve as SFMA’s resident expert on forest monitoring for community forestry

● Develop, systematize and guide implementation of protocols and monitoring methodology for SFMA staff based on measurable performance indicators in respect to monitoring interventions in forestry, agriculture and other sectors that affect participating community forestry areas

● Lead the development of baseline for forest cover from participating community forest areas using remote sensing technology, geospatial information and other tools, in coordination with the SFMA’s Geographic Information System Specialist, a baseline to be used to monitor progress towards sustainable forestry in participating community forests areas

● Develop methodology and provide technical assistance to SFMA staff and Government of Vietnam (GVN) participating institutions and community forest groups to monitor changes of land use in forest areas, including deforestation and forest degradation, based on data and information generated or collected to improve decision making processes by communities responsible for managing forests

● Monitor progress of pilot models being promoted by SFMA to learn and share lessons

● Facilitate joint planning sessions among GVN, Vietnam Forest Owners’ Association (VIFORA) and community forest owners with the aim to develop co-management plans for community forest management implementation

● Capture lessons learned from previous and existing projects and initiatives related to community forestry management

● Develop user friendly tools and training materials related to monitoring community forestry management

● Provide training on monitoring of community forestry management to project staff and participants

● Produce reports as required by the SFMA project

● Perform other tasks as assigned by the Community Forestry Management Director and by the USAID Sustainable Forest Management’s Monitoring Evaluation and Learning (MEL) Director

Qualifications and experience

● Bachelor’s or engineering degree in natural resource management or related field and preferably with emphasis on community forestry managing natural forests

● At least eight years of experience in monitoring natural resources management activities preferably with communities

● Proficient in report writing and Microsoft Office applications

● Good written and spoken Vietnamese and English

● Vietnamese nationals only
