Communications Specialist USAID Vietnam Urban Energy Security Project Scope of Work Project Background The Vietnam Urban Energy Security Project is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports partner cities to take advantage of 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) cleaner forms of transport; 3) energy efficiency and modern energy technologies for municipal services (such as LED street lighting, super-efficient air conditioners, etc.); and 4) business opportunities for local entrepreneurs  in deploying distributed energy systems and services. The specific objectives of this activity are to assist Vietnamese cities to:
  • Improve enabling policies, regulations, and city-level plans/programs for the deployment of resilient, distributed energy services;
  • Mobilize public and private sector investment for the deployment of advanced, distributed energy systems;
  • Increase adoption of innovative technologies, practices, business and financing models for advanced, distributed urban energy solutions.
Position Overview The Communications Specialist will work with the Project Team to design and manage all aspects of internal and external project communications. S/he will contribute to the development of high-quality knowledge and learning content including data visualizations, success stories, case studies, and other reporting that informs learning activities and adaptive management decisions. S/he will also support the promotion of project activities through key communication channels, and will engage critical partners and communities of practice through strategic outreach and innovative communication practices. Responsibilities
  • Develop and execute the project’s overall communications strategy (internal and external) and develop project branding and messaging in line with the project’s approved Branding and Marketing Plan
  • Support capacity building of local counterparts to effectively communicate with citizens and stakeholders
  • Produce project reports to inform key audience about activities, objectives, and results, including but not limited to Monthly Updates, Quarterly Progress Reports, Quarterly Financial Reports, Annual Reports, and the Final Report
  • Manage the project’s social media presence on Facebook or other to-be-identified appropriate social media platforms
  • Oversee other project outreach through identified social platforms and messaging services
  • Work closely with project staff to design project specific communications and outreach strategies, including identification of strategic channels and key influencers, particularly those related to promotion of opportunities  available under the Activity Fund
  • Contribute to the design and implementation of grant and subcontract activities specifically related to communication and outreach activities
  • Support communication and branding of project events and workshops
  • Ensure accuracy and consistency of public information materials
  • Coordinate press and other media outreach, as appropriate
  • Other related duties as assigned by supervisor
Qualifications
  • Excellent written and oral communication skills, and fluency in English and Vietnamese
  • University degree in relevant field. Masters preferred
  • 7-10 years of experience in communications for development activities
  • Demonstrated understanding and experience employing the principles, methods, practices and techniques of communications and stakeholder coordination for diverse stakeholders including local communities, academia, media, civil society, and government agencies
  • Ability to professionally communicate across all levels of an organization and the public
  • Skilled in communication, strategic thinking, and planning
  • Experience and understanding of reporting/developing communications products for USAID-funded project preferred
  • Experience or understanding of energy projects including energy efficiency and renewable energy preferred
Level of Effort, Location and Reporting This is a full-time position.  The employment contract will be on a yearly basis, with possible extensions until the close of the project. S/he will report to the Deputy Chief of Party. The position is based in Hanoi.
