📌 II. MISSION AND OBJECTIVES 

The mission of the United Nations Office on Drugs and Crime (UNODC) is to contribute to the achievement of security and justice for all by making the world safer from drugs, crime, corruption and terrorism. In Viet Nam, the country programme for 2012-2017 translates this vision into a platform for action and gives strategic direction to the UNODC Country Office in its future work. It was developed in line with the priorities set out in the Government's most recent policy documents, in particular the Socio-Economic Development Plan 2011-2015 and the Socio-Economic Development Strategy 2011-2020. It also aims to further the alignment of UNODC technical assistance activities with the One Plan 2012-2016, thus ensuring the overall coherence and effectiveness of UN activities in Viet Nam.

In line with UNODC mandates, the country programme responds to these challenges through five inter-related sub-programmes:

  • (i) transnational organized crime and illicit trafficking;
  • (ii) anti-corruption and money laundering;
  • (iii) terrorism prevention;
  • (iv) criminal justice;
  • (v) drug demand reduction and HIV/AIDS.

Within each sub-programme, specific outcomes and outputs are identified based on the threat assessment and research. In particular, the programme advocates and supports the ratification of those international conventions and protocols for which UNODC acts as the worldwide custodian and helps with the adoption of related legislation within the Vietnamese legal system. Dedicated programme components will help with the training and the introduction of practices and materials required for the successful implementation of up-to-date international standards in drug control and criminal justice.

📌 III. TASK DESCRIPTION 

Under the direct supervision of the designated UNODC focal point in the country, the national UN Volunteer will:

• Gather information at local level on the needs of local communities at border areas through consultations with the local population and local leaders to understand the primary means of livelihood in border communities and determine the focus of local interventions;

• Liaise with relevant government agencies, law enforcement officials, community leaders and NGOs to collect information useful at devising strategies to assist border communities affected by COVID-19 and illicit trafficking;

• Identify and foster relationships with additional national counterparts and stakeholders (including NGOs) relevant for the successful implementation of the programme;

• Organize workshops, trainings and other activities aimed at supporting border communities and improve livelihood at border areas;

• Translate the information received into English and identify the issues most-commonly raised so as to bring them to the attention of the UNODC focal point;

• Interpreting as needed from English to local language and vice-versa, in particular in the context of interviews, meetings and various activities with local communities;

• Be in continuous contact with implementing partners, in particular NGOs, and report to the UNODC focal point on relevant achievements and progress;

• Draft short summary on the activities undertaken and engagements with local communities, government entities, and NGOs, as requested by the UNODC focal point;

• Any other related tasks as may be required or assigned by UNODC.

Results/expected outputs:

UNODC expects the Volunteer to deliver:

• Effective communication with various actors involved in border communities assistance;

• Successfully establish contacts and relationships with additional stakeholders as relevant for the programme implementation;

• Contributions to reports and other written outputs fully compliant with UNODC and UN quality standards;

• Contributions to needs assessments in line with interactions and views expressed by the national counterparts;

• Effective design, management and implementation of programmatic activities;

• Effective logistical support to the implementation of UNODC activities.

📌 VI. ELIGIBILITY CRITERIA: 

  • Age: 27-80
  • Nationality: Candidate must be a national or legal resident of the country of assignment.

📌 VII. REQUIREMENTS: 

1. Required experiences: 

  • 3 years of experience in the national and/or international level in programme management and project implementation is required; experience with one or more of the field of UNODC mandates (Transnational Organised Crime, Criminal Justice, Anti-Corruption, Drugs and Health, Sustainable livelihoods) or other human security issues is an asset, as is experience working in the UN or other international development organization;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
