TERM OF REFERENCE

CONSTRUCTION SUPERVISON CONSULTANT

INTRODUCTION

SOCODEVI is a non-government, non-profit organization was established by Canadian cooperatives in 1985 with the mission to support the development of international co-operative movement for a better world. SOCODEVI has implemented the first project in Vietnam from 2001 with many kinds of activities such as technical support, capacity building and financial support for a number of co-operatives. In national level, SOCODEVI assist the Vietnam Cooperative Alliance and the Ministry of Planning and Investing to improve the legal framework, in order to create an enabling environment for sustainable development of the cooperatives.

The Vietnam Cooperative Enterprise Development (VCED) project is working on 4 commodities in 5 provinces: pomelo in Ben Tre, table grape in Ninh Thuan, dragon fruit in Binh Thuan, dairy milk in Soc Trang and Lam Dong. From 2019, VCED supports the Coops to newly build or upgrade their infrastructure and facilities. This assignment aims to provide supervision during designing, tendering and construction process.

CONSULTANT REQUIREMENT

VCED project is seeking for local consultants to support the Coops with following responsibilities and outputs.

Responsibilities

Provide supervision to design companies, tendering process and construction companies, particularly on:

• Detail designs: check designs from contracted agent, facilitate design edition where needed, and validate the designs once completed
• Tender process:
  
  • check tendering documents from contracted agent, facilitate documents edition where needed, and validate the documents once completed
  • provide and explain steps of tendering process according to Vietnam law
  • prepare checklist to analyze construction proposal
  • facilitate modifications with short-listed construction agents
  • analyze completed proposals from short-listed agents (after edition)
• Construction permit:
  
  • check permit documents from contracted agent, facilitate documents edition where needed, and validate the documents once completed
  • support the Coops to update/ edit documents when required
• Construction process:
  
  • Monitor using of construction materials according to approved designs
  • Monitor building activities according to approved designs and progress planning
  • Coordinate daily communication among construction agents, the Coops, local authorities and VCED project
  • Participate in validation of the construction packages

Expected outputs: cover all requirements mentioned in above section

• Implementation plans and reports
• Checklist to analyze construction proposals
• Regular communication/ field reports during the construction process

Time and location

• Time: until end of March 2020 with a total number of working days not exceeding 90 days for 4 Coops (Ben Tre, Binh Thuan, Ninh Thuan and Lam Dong)
• Location: HCMC and possible field trip in the respective provinces

Required qualifications and experiences

The consultants should meet the following requirements:

• Profound knowledge on construction designs, tendering process, actual construction process
• Experience in supervising construction on fields
• Experience in communication with farmers and local stakeholders
• Practical experience in planning, coordinating, and reporting activities
• English skills are required and French is preferable
