REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES

The Aus4Transport Program is a facility granted by the Government of Australia through the Department of Foreign Affairs and Trade (DFAT) to the Government of Vietnam through the Ministry of Transport (MOT). The goal of the Program is to increase investment in Vietnam transport infrastructures leading to an improved national transport network that supports economic growth and poverty reduction.

The Program is being implemented through two streams of activities: Stream A – to facilitate project development; and Stream B – to unlock opportunities through innovation to strengthening transport capacities through revised policies, guidelines and practices, testing of new concepts, and addressing bottlenecks in project development and financing.

The design, manufacturing and testing of a prototype wide flange girder (WFG) is a Stream B Activity whose objective is to facilitate and expedite the preparation and implementation of road infrastructure projects under MOT management. The Activity to be implemented over a 15-month period will consist of three phases: (i) reviewing and completing the initial typical design and testing procedures, and preparing the detail design, method statement and cost estimate for manufacturing and testing up to a maximum of three WFG prototypes, (ii) manufacturing up to a maximum of three WFG by a selected civil work contractor, and (iii) testing and documentation.

The consulting services (the Services) include: (i) reviewing and completing the initial typical design and testing procedures, preparing the detail design, method statement, bills of quantities, bidding documents and cost estimate for manufacturing three WFG prototypes, (ii) supervising the WFG manufacturing by a selected civil work contractor; and (iii) implementation of loading tests and preparation of documentation.

The Aus4Transport which administers the Grant on behalf of the Government of Australia now invites eligible national consulting firms (Consultant) to express their interest in providing the Services. Interested consultants should provide documentation demonstrating that they have the required qualifications and relevant experience to perform the Services. The pre-qualification criteria are: (i) long standing experience in bridge/structure engineering design and load testing; (ii) relevant experience in civil engineering for bridge design and construction; (iii) access to the required equipment for loading tests of the prototypes girders; (iv) key engineers and specialists experience in applied research on road/railway bridge and/or structural engineering; and (v) for key personnel, fluent working knowledge of English would be an advantage (CVs of personnel who may be proposed for the assignment to be provided).

Experience with MOT infrastructure projects and/or research will be highly valued.

Interested firms may associate with other national consulting firms in the form of a joint venture or a sub-consultancy agreement to enhance their qualifications.

A Request for Proposal will be issued to the short-listed consultants in due course. Consultants will be selected in accordance with a quality and cost-based selection method (QCBS).
