1. BACKGROUND
Founded in 1937, Plan International (PI) is a development and humanitarian organization that advances children’s rights and equality for girls. We strive for a just world, working together with children, young people, our supporters and partners. PI is currently working across 19 fundraising countries and supports millions of children, their families and their communities in 50 Plan’s programme countries. Child sponsorship connects people and cultures, helps us to generate long-term and reliable support for our child-centered community programs and guarantees our independence. Sponsors and children opportunities to share their common interests and exchange cultures through lasting and sustainable commitment of sponsors to child development and better relationships building among different sides.
Reestablished in 1993 in Vietnam Plan International Vietnam provides support to more than 32 thousands children living in 855 communities of the 5 provinces of Ha Giang and Lai Chau in the north, Quang Binh and Quang Tri in the central and Kon Tum in the central highland.
In September 2019 Plan International Vietnam formally started transformation with a strategic choices workshop attended by the extended CMT for Vietnam, and the APH region representatives. In October 2019 a second extended CMT workshop was held – the design workshop – where a design plan was developed for translating these strategic choices into action. We agree that Plan needs to decentralize and partner to manage our sponsorships. However, it is still unclear who the most appropriate partners are and how to manage it, therefore, we commit to conducting further analysis to inform decision-making.
Sponsorship Communications
Child sponsorship is the foundation of Plan International and it has been means of generating long-term and reliable income. There are more than 32 thousand children enrolled as Sponsored Children and those assigned children have regular communications with their Sponsors from different fundraising countries. Currently local youths, villagers and school teachers managed by the commune Core Group are facilitating the processes of sponsorship communication production. They have been generating different materials including Sponsored Child Introduction (SCI) and Sponsored Child Update (SCU), Welcome Greetings (WGC) and Sponsor Response Letters, Children’s Situation Update and Cancellation/ Graduation. In addition, they implement periodical activities at commune level to mobilise the involvement and participation of children and their families’ members.
In FY19 (from 1st of July 2018 to 30th of June 2019) there is a total of 55,668 sponsorship communications exchanged between more than 32 thousand of Sponsorship Children in the 5 provinces to their Sponsors living in the 19 fundraising countries.
2. PURPOSE OF THE CONSULTANCY
Plan International Vietnam is seeking to engage a consultant/team to assess partners in the 5 provinces (key government, community-based/ mass organization, civil society organization). The objective is to find the most suitable partner for sponsorship delivery and recommend options of partnership structure/ cooperation mechanisms between Plan and the selected partner.
3. SCOPE OF WORK
The scope of work includes:
a) Clarify partners’ missions and interests, strengths and capacities;
b) Clarify partners’ role in policy making and implementation of programs at the national and local levels, relationship with communes;
c) Analyze the information obtained and provide recommendations to Plan International Vietnam on partnership structure/ cooperation mechanism in terms of sponsorship delivery.
4. TASKS
a) Conduct desk review including but not limited to:
- Study PIV’s sponsorship modality: traditional sponsorship and school-based sponsorship, Child Sponsorship Manual and its relevant monthly/ yearly reports, Sponsorship Department’s structure in the organization chart
- Study 10 sponsorship commitments
- Revisit all processes of each sponsorship communication:
- Sponsored Child Introduction/ Update (SCI/SCU)
- Welcome Greetings Communication (WGC)
- Incoming communications: Sponsor Communications (SPC - normal and digital)
- Outgoing communications: Sponsored Child Response (SCR - normal and digital)
- Cancellation/ Graduation Memorandum of Sponsored Child (C-GMSC)
- Sponsor Visit (SPV)
- Study Vietnam political & administrative governance
b) Conduct the partners’ analysis and assessment by their working specific areas (adolescent sexuality education/ skills development/ entrepreneurship/ youth employment and partnership experiences with Plan), and by their target groups, especially children and girls, their understanding of and capacities (human resources and stability) in sponsorship delivery.
c) Identify and understand
- Partners’ priorities, their programs including outcome statements, approach, methodology and partners
- Partners’ working mechanism from national/provincial to commune/village level? How do
they manage their work?
- Partners’ networking
d) Visit 2 PUs and 2-3 communes in each PUs to interview partners and representative CVs and SCs to
understand sponsorship work at commune level
e) Visit/ Interview to get an overview of how sponsorship is being operated/done in such child sponsorship organizations in Vietnam as ChildFund, World Vision, Save the Children
f) Produce an outcome document of a mapping and analysis of key government, parliament, community-based organization, civil society organization that impact on girl rights and gender equality in general and the sponsorship area in specific. The first draft will be shared with PIV for internal feedback. The consultant is responsible for the finalization of the document including the incorporation of comments and inputs from PIV.
5. KEY DELIVERABLES
- A comprehensive paper analyzing and assessing the key government, parliament, community-based organization, civil society organization that impact on girl rights and gender equality in general and the sponsorship area in specific, recommending for options of partnership structure/ cooperation mechanisms between Plan and the selected partner(s)
- Recommendation of 2-3 options (with different partners), including budget (lump sum), partnership structure (Plan CO, Plan PU, partners, sponsorship communes), working and reporting mechanism
- Presentation to Country Management Team of the key findings
- A one-page executive summary of partners’ analysis and assessment
6. TIMEFRAME AND IMPLEMENTATION PLAN
It is expected that this work will be completed within 20 working days within February – March 2020
- First draft of the partners’ analysis and assessment shared with PIV for internal feedback
- Feedback shared with the consultant
- Presentation to the Country management Team
- Submission of final document
7. SPECIFIC REQUIREMENTS FOR THE APPLICANT(S)
Technical Qualifications
- Demonstrated experience in conducting stakeholder mapping and analysis
- Proven knowledge and experience of inclusion of gender; children rights within international programme frameworks
- Sound understanding of Vietnam context, political and administrative governance as well as in the development sector space and fundraising methodologies
- Good networks within the government, parliament, development sector space, and private sector
- Excellent writing and research skills in English (and Vietnamese)
- Good English language capability with demonstrated publications in English.
- Vietnamese language is preferred
