USAID Saving Species: Studying on development of a database system and a web-based permit system for international trade in specimens of wild fauna and flora listed in CITES Appendices in Vietnam

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.
USAID Saving Species is seeking 03 qualified Consultants to conduct research studies to facilitate the development of a database system and a web-based permit system for international trade in specimens of wild fauna and flora listed in CITES Appendices in Vietnam (phase I)
Please refer to the attached Scope of work (SOW) for more details.
Overall Goal:
Strengthening implementation of CITES in Vietnam and enforcement performance of CITES Management Authority Vietnam, particularly in data collection and granting of CITES permits for international trade in specimens of wild fauna and flora listed in CITES Appendices, and state administration on tracking origins of species of wild fauna and flora listed in CITES Appendices via the database on management of planting and breeding facilities, in line with Government of Vietnam’s policies in public administration and e-government.
Specific Objectives:
To support CITES MA Vietnam with research studies that will facilitate the development of:
- (i) A database and e-Permitting system to grant permits of trade in specimens of wild fauna and flora in Vietnam, and integrate into the system of administration on tracking origins, replacing the traditional system;
- (ii) A software on administration of planting and breeding facilities;
- This system and software will help reduce the amount of time needed to collect data of trade in specimens of wild fauna and flora; avoid inaccurate, insufficient data collection that often occurs when the conventional method is applied; can be integrated with the customs system, and facilitate data exchange with other parties and the CITES Secretariat in the future; as well as establish database of law enforcement activities on wildlife trafficking (following Ecomessage, or ETIS form).

Timeline/Working days:
- Starting date: July 2019.
- Ending date: 03 weeks after the CITES MA endorsement of consultants’ reports.
- Maximum working time for consultants 1, 2, & 3: 22 days, 20 days, and 40 days respectively (8 hours per day).
Qualifications and requirements
The consultancy will be conducted by 03 consultants:
Consultant on CITES MA Vietnam's existing Permitting system (team leader)
- Sound knowledge and a minimum of 7 years of experience on CITES MA Vietnam's existing Permitting system;
- Good knowledge and experience on CITES and its guidelines on operations, including e-permitting system;
- Experience in working with state management agencies at all levels;
- Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses;
- Good presentation and report writing skills;
- Fluency in office computer and English skills.
Consultant on database, toolkits, CITES e-Permitting system of other implementing countries (team member)
- A minimum of 3 years of experience in relevant field.
- Familiar with database, toolkits, CITES e-Permitting system of other implementing countries;
- Experience and skills in teamwork; ability in analyzing and synthesizing reports;
- Good presentation and writing skills;
- Fluency in office computer and excellent English skills.
Consultant on IT, database, preferably related to CITES e-Permitting system (team member)
- A minimum of 7 years of experience in relevant field;
- Familiar with development and/or management of database system and data analysis, preferably related to CITES e-Permitting system;
- Experience and skills in developing Request for Proposals and taking part in selection process;
- Good presentation and writing skills;
- Excellence in IT, office computer and good English skills.
