TERMS OF REFERENCE REDUCING EMISSIONS FROM DEFORESTATION AND FOREST DEGRADATION AND FOREST LANDSCAPE RESTORATION THROUGH SUSTAINABLE COFFEE IN LAC DUONG DISTRICT, LAM DONG SUPPLY OF 3,000 PRUNUS CERASOIDES (MAI ANH DAO)
BACKGROUND
International context: Reducing emissions from deforestation and forest degradation (REDD+) is an international policy initiative that has been developed through international negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) that aims to provide results-based financial incentives to developing countries for actions which reduce emissions from forested lands and investing in low-carbon paths to sustainable development.
National context: Vietnam has demonstrated considerable interest in REDD+ and has made important progress to date in terms of preparing for REDD+ implementation at both national and sub-national levels. Recently, Vietnam became one of the few developing countries in the world to have completed meeting the REDD+ ‘readiness’ requirements under the Warsaw Framework (or ‘REDD+ rulebook’). One of the core requirements is to have a National Strategy or Action Plan, and the Government of Vietnam approved an updated National REDD+ Action Programme (NRAP) in 2017. The new NRAP provides a clearer orientation towards the integration of REDD+ in the context of sustainable development/green growth. It identifies 7 work packages with a total of 35 policies and measures for the development and implementation of actions to achieve REDD+ in addition to a further 4 work packages which focus on REDD+ readiness and programme management, monitoring and evaluation. Several of the new policies/measures indicate REDD+ actions beyond the forest sector - notably reviewing land use planning and the promotion of sustainable and deforestation-free agriculture in key forest landscapes.
Provincial project approach: In this context, and in an effort to support the provincial government of Lam Dong to implement its stated policies and plans, SNV – The Netherlands Development Organisation (SNV) has obtained funding from the International Climate Initiative (ICI) for a project entitled ‘Coffee Agroforestry and Forest Enhancement for REDD+ in Lam Dong’ (CAFÉ-REDD). The project aims to establish and develop a public-private-producer partnership (4P) approach for forest landscape conservation and restoration in one of Lam Dong’s most important forested landscapes i.e. the Langbiang Biosphere Reserve comprised of Bidoup Nui Ba National Park and Buffer Zone in Lac Duong District.
With the above-mentioned project context and situations, the Government’s direction stated in the Directive No. 45/CT-TTg by the Prime Minister on December 31, 2020, including planting of 01 billion trees for a Green Vietnam, is a very meaningful action and in line with the overall project objectives. To jointly contribute to the Lam Dong’s Plan of planting 50 million trees from 2021-2025 in the whole province under the GoV Directive, Café-REDD project will support the Tree planting ceremony that will be organized on April 16, 2021 in Da Lat city and simultaneously in all other localities of Lam Dong, contributing to the completion of the goal of planting 01 billion green trees nationwide, for a "Green Vietnam", to build and develop the country sustainably.
The in-kind contribution of Café-REDD Project/the Netherlands Development Organization SNV at the Tree planting ceremony is 3,000 out of about 10,000 Prunus cerasoides (Mai anh dao) to be planted on Da Phu hill, ward 7, Da Lat city. The remaining 7,000 trees will be planted later on the entire area of ??the hill using the other funds to form a Prunus cerasoides Hill, creating a good communication effect on tree planting and a highlight in the implementation of the Plan of planting 50 million trees.
Therefore, the Project needs to find a supplier of Prunus cerasoides (Mai anh dao) for the above-mentioned purposes.
OBJECTIVES
The overall objective of the assignment is:
Providing 3,000 high-quality Prunus cerasoides (Mai anh dao) for the Tree planting ceremony expected on April 16, 2021 in Da Lat city, Lam Dong province.
Tree standards:
Height: 2m - 2.5m;
Diameter of root collar: 1.5 - 3cm;
Tree age at delivery: 2.5 - 3 years old.
Stake: 3 stakes per tree.
Fertilizer: 0.2 kg of NPK fertilizer/hole/tree.
ELIGIBLE ENTITIES
Organizations and individuals that supply high quality Prunus cerasoides (Mai anh dao) must provide legal documents related to the tree origins and the business license for tree/seedling production and sale issued by the relevant authority. The bid must clearly state the tree standards and quality.
REQUIRED DOCUMENTS
Capacity profile should include the following documents:
- A business license for tree/seedling production and sale;
- Evidence of capacity to provide Prunus cerasoides (Mai anh dao) trees in 2020: more than 7,000 trees (according to 03 sale contracts with the other buyers);
- Evidence of capacity to provide Prunus cerasoides (Mai anh dao) trees in 2021: 15,000 trees available at the nursery;
- Quotation (including tax and transportation fee to Da Phu hill, ward 7, Da Lat city, Lam Dong province);
- Advanced Due Diligence Framework (attached SNV form).
DELIVERABLES
To provide 3,000 Prunus cerasoides (Mai anh dao) trees the above standards at Da Phu hill, ward 7, Da Lat city, Lam Dong province on April 15, 2021 at the latest.
