TRAINING ON GENDER MAINSTREAMING FOR SNV VIETNAM PROGRAMME STAFF
BACKGROUND
SNV Netherlands Development Organisation (SNV) is a not-for-profit international development organisation that makes a lasting difference in the lives of people living in poverty by helping them raise incomes and access basic services. We focus on only three sectors, Agriculture, Renewable Energy and Water, Sanitation and Hygiene, and have a long-term, local presence in over 25 countries in Asia, Africa and Latin America. Our team of more than 1,300 staff is the backbone of SNV. Globally, SNV aims to mainstream gender in all programmes and projects.
SNV has maintained a country programme in Vietnam since 1995 and has supported the country throughout its incredible journey of socio-economic development and poverty reduction. Today, Vietnam has achieved lower middle income country status, however the benefits have not reached all and a considerable number of people in remote and marginal areas have effectively been left behind. SNV Vietnam’s programme thus continues to play an important role in promoting socially inclusive development, including several projects promoting women’s economic empowerment, particularly in agricultural value chains. Vietnam is also recognised as one of the countries likely to be worst affected by climate change and much of our programme today promotes climate smart development and solutions.
SNV’s stated aim of mainstreaming gender equality into all programmes, projects and all aspects of organisational culture and development requires considerable effort. An important part of this effort is building organisational staff knowledge and understanding of the theory and practice of improving gender equality. Therefore, SNV Vietnam requests the services of a qualified consultant/training service provider to design and deliver a high quality two-day training course on gender mainstreaming in development for senior international and national project managers and technical advisers. The course should cover international best-practice approaches to gender mainstreaming in project management cycles whilst incorporating SNV’s own ‘Balancing Benefits’ tool. It should also be tailored to the Vietnam context and the work SNV Vietnam is doing on climate change adaptation/mitigation, climate smart agriculture, inclusive value chains and renewable energy. Finally, the course is expected to be exciting, innovative and participatory in its nature, allowing participants to recognise the importance of and ways to integrate gender considerations in project design and implementation.
OBJECTIVES
The overall objective is:
To design and deliver a two-day gender mainstreaming in development training course (in English language) for around 15 SNV Vietnam senior project managers and technical advisers.
TASKS
- Conduct an inception planning meeting with Senior SNV Vietnam staff to understand existing levels of capacity, programme needs and discuss potential course contents, options and format.
- Develop a simple work plan outlining stages of course development
- Develop a tailored gender mainstreaming in development training course, including a course agenda, manual, presentations, videos, learning applications/interactive learning tools, handouts/exercises etc.
- Work with SNV logistics staff to organize date, time, venue, room layout, procurement of equipment etc (SNV will organize this ourselves so such costs should not be included in the proposal)
- Deliver the training
- Prepare a brief training report, including summary of course evaluation
TEAM COMPOSTION/QUALIFICATIONS
The consulting firm/team/ consultant is expected to have the following profile (although applicants are free to propose and justify their own ideas):
- A team of 2-3 well-qualified and enthusiastic trainers
- Trainer would be expected to possess at least a relevant MSc/MA in international development, gender studies or other relevant qualification, and at least 10 years of organizational development and training experience in the international development sector.
- Team members should have demonstrable experience and track record of having provided similar gender-related trainings to other international development organisations and clients.
- The team should be knowledgeable about different approaches in gender and development
TIMEFRAME
The work specified in this term of reference is expected to be completed within a period from 9 – 18 November 2020.
DELIVERABLES
- Work Plan
- Training materials (course agenda, outline, manual, presentations, exercises/handouts, evaluation form etc.)
- Final training report (including annexes participant lists, photos, evaluation forms etc.)
All deliverables submitted in English.
