Title: Consultancy Roster: Emergency Preparedness and Response (For Vietnamese or Vietnam based international consultants only)
Duty Station: Multiple locations with trips as requested by UNICEF
Type of Contract: Individual Consultancy
Duration of roster-based consultancies:
- Consultants who are selected from the roster will work on specific deliverables and with timeframes as determined by the office based on project needs and may range from 4 weeks to 11.5 months.
- The consultant will be issued a contract which is subject to UNICEF General Conditions of Contracts for the Services of Consultants/Individual Contractors hired by UNICEF.
- The length of the contract will depend on project needs and funding availability.
- The Roster will remain valid for 36 months, during which time selected consultants may be consulted by the country teams directly.
Interested candidate should indicate their preference (s) on the target sectors e.g. Education, Child Protection, Water and Hygienic Sanitation (WASH), Nutrition and Health, Social Protection/Cash Assistance.
UNICEF Viet Nam aims to establish a pre-screened pool of Emergency Preparedness and Response National consultants for rapid deployment. Consultants are to work in close collaboration with UNICEF Country Office and external partners in direct support of Viet Nam Disaster Management Authority (Central Committee for Natural Disaster Prevention and Control (CCNDPC) and concerned member agencies of CCNDPC) in their role of building and ensuring national disaster response capacity.
Rostered consultants are to provide technical assistance in two stages of the disaster management cycle:
- In disaster preparedness: in coordination with UN agencies and concerned INGOs and local NGOs, building national capacity at national and subnational level in high risk areas, to undertake better risk analyses, preparedness planning processes and simulation exercises in line with UNICEF’s CCCC, Natural Disaster Prevention and Control (NDPC) legal framework and guidelines.
- In disaster response: in coordination with concerned UN agencies, INGOs and local NGOs, provide technical support to conduct rapid assessment, response to large scale disasters, provide technical support to the government (at national and/or subnational levels based on the emergency) to undertake more effective assessments, planning and funding proposals, and implementing strategic and necessary response interventions including, where appropriate, advising on appropriate direct cash transfer mechanisms.

Globally, Viet Nam is the sixth most affected country by climate change. Each year, increasingly intense and unpredictable weather events cause fatalities and extensive damage to infrastructure, such as schools and health centres, and impact on the livelihoods of already disadvantaged communities in urban and rural areas.
Children are especially affected by these natural disasters. Access to food, water, education and healthcare is threatened and the pressure on communities – resulting from loss of income and assets – increases children’s exposure to violence, exploitation and abuse. Women also tend to be disproportionately impacted, further increasing negative effects on children, as they may be less able to provide sufficient nutrition or care.
UNICEF is working to help Viet Nam strengthen the ability of its children, families, communities and government bodies to deal with climate change-related natural disasters, with a specific focus on reducing child vulnerabilities. We support government to reduce risks, plan for natural disasters and ensure vulnerable populations are better prepared to withstand climate change shocks. Building resilience to these shocks within families and communities is paramount in this context.
At the heart of this response is a Child-Centred Disaster Risk Reduction (CCDRR) approach that identifies, assesses and reduces the potential loss of lives, health status, livelihoods, assets and services. With this child-centred response, in line with the Sustainable Development Goals, UNICEF is working to keep communities safe through initiatives such as promotion of the Safe Schools model, community-based child protection systems, raising awareness of natural disasters among children using innovative technologies and youth-led initiatives as well as mapping risks in schools and communities. By supporting the government to implement CCDRR, we will ensure communities, families and children are supported and empowered to withstand the growing severity, frequency and cumulative effects of natural hazards.
With ratification of several international agreements putting the heat on Viet Nam to take a robust approach to tackling climate change impacts, UNICEF has developed a vision that recognizes the importance of supporting humanitarian responses to disasters with longer-term and sustainable development work.
Purpose of the Job:
Under the supervision and guidance of the relevant Programme Section Chiefs, work in close collaboration with UNICEF Country Office and external partners in providing sector-specific technical assistance for planning and management of emergency preparedness and response. Target sectors and auxiliary technical areas include:

Qualifications and Experience as per TOR
- Advanced degree related to ‘target sectors’ (above) or equivalent experience/ education.
- Minimum 5 years of progressively responsible relevant experience in at least one of the ‘target sectors’ with preferred experience in additional technical areas.
- Demonstrated experience as a consultant in an advisory role is required; or having experience in coordinating or implementation of an emergency response programme is a must. Strong mixed quantitative and qualitative skill set in terms of risk assessment and data analysis.
- Excellent interpersonal skills, including ability to facilitate and communicate effectively to technical and nontechnical audiences and contribute to an interdisciplinary team.
- Demonstrated ability to take initiative, work independently, and make sound, informed decisions. On the other hand, ability to work effectively in team, under pressure and in crisis situations.
- Proven ability in building and mentoring capacity of government counterparts, with experience working closely with ‘potential beneficiaries’ (above); experience working with the UN and/or a NGO is an asset.
- Fluency in English (verbal and written) is a must. Proven experience of high quality report writing and documentation.
- Availability for rapid deployment on short notice.
