TERM OF REFERENCE Training on Facilitation skills

I. INTRODUCTION

The objective of DGRV’s project in Viet Nam is to contribute to the sustainable and effective poverty reduction via the development of social structures and favorable legal framework for the cooperatives and collaborative groups. The project has been funded by BMZ and has been implemented in Vietnam for many years.

In order to meet the overall objective of the project, that is, strengthening role of the coops in poverty reduction and hunger eradication, DGRV has been assisting the development and promoting the effective and stable operations of the cooperatives via influencing on 5 main aspects: inclusive market access, protection of business assets and deposits, improving qualities of market-oriented products and services, higher income of the cooperative members, risks management. DGRV has been applying the approach of comprehensive consultancy at all of 3 levels: macro-meso-micro for ensuring the effective intervention on 5 above main aspects.

Moreover, DGRV also implements training courses on corresponding topics. Beyond participants from cooperatives, other target group of these courses is PCA staff from DGRV’s partners with the ultimate goal that they can perform better in the role as consultant and facilitator of training after these courses. They include various methods of training such as group working, presentation, homework, quiz, multiple-choice test... to transfer knowledge and skills to participants effectively.

II. MAIN CONTENTS OF TRAINING COURSE ON FACILITATION SKILLS

1. Participants

Participants of this course should encompass DGRV’s staff (2 or 3 participants) and PCA’s staff (about 18 participants) with maximum of 25 in total.

2. Content and requirement

The course should be ensuring to convey useful and necessary facilitation skills for their consultancy activities. After the course, participants are expected to have ability to prepare and provide training in active, independent and effective way Furthermore, the course also should focus on target group of participants from cooperatives with the contents and topics relating to activities which DGRV will implement in the future.

3. Location

The location where the course will be organized will be chosen by DGRV. The concrete location will be notified at least 10 working days before the course starts.

4. Date and time

The course is planned to organized in 5 days from 22.03 to 26.03.2021 excluding travel time. Training schedule encompasses 2 sessions: morning session from 8:00 to 12:00 and afternoon session from 13:30 to 17:00. Concrete time will be chosen and notified by DGRV.

III. COST AND BUDGET

  • DGRV should pay for service provider the training cost, including:
    • Fees of preparing training material and implement the course directly
    • Travelling expenses/accommodation costs/catering costs relating to the field trip.
    • According to travelling expense, DGRV will buy the required flight tickets directly and make payment separately. The experts will provide ticket receipt to DGRV to complete payment profile.
  • DGRV should provide financial support to local partner other costs relating to organizing the course.

IV. DELIVERABLES

  • Preparing training material and necessary content focusing on target group and topic by demand of DGRV.
  • Implement the course directly with training methods for adults which should include wide range of learning forms such as: group working, presentation, homework, quiz, multiple-choice test... to improve its effectiveness.
  • Writing general report of the course and individual reports on each participant including pros, cons, improvement during the course and what should be changed in future.
  • Conclusion report in English (2-3 pages)

V. REQUIREMENT FOR SERVICE PROVIDER

The criteria of selecting the consultants:

  • Having ample knowledge and good experience in training consultant, TOT or training for organizations/companies.
  • Having pedagogical skills; good knowledge of work field of consultant (target group of this course) is a plus.
  • Good communication and presentation skill.
  • Good English speaking and writing skill.
  • The consultants should prepare the detailed proposals to send to DGRV.

Deadline for the submission: 22.02.2021.

The proposals should be composed of the following:

  • Listing of documents of the Consultant and relevant experience.
  • Contents, training methods relating to this course
  • The consultants proposed (personal files, CV).
  • Financial proposals (find the appendix attached).
