Consultancy Service on Integrated Management Information System to Support Inland Waterway Transport Improvement

Aus4Transport / STREAM B Activity – Integrated Management Information System to support Inland Waterway Transport Improvement (IW-MIS)

Design, Development, Implementation of the VIWA “One Government” platform

The Aus4Transport program is a facility granted by the Government of Australia via the Department of Foreign Affairs and Trade (DFAT) to the Government of Vietnam via the Ministry of Transport (MOT). The goal of the program is to increase investment in Vietnam transport infrastructure leading to an improved national transport network that supports economic growth and poverty reduction.

Part of the grant proceeds will be used to design, develop and implement the “One Government” platform to support MOT and the Vietnam Inland Waterways Administration (VIWA) as the project owner. The One Government platform (or IW-MIS) will be an online web-based platform developed based on open-source technologies integrating four subsystems to be developed, including: e-office, Infrastructure/assets O&M, Vessels management and Crew management. Part of the infrastructure/O&M sub-system incorporates the technical monitoring of real-time and geo-localized connected devices already in place on the inland waterways networks. Some VIWA business processes require the support of an Android app (e.g. on-site O&M activities). Development will follow an Agile Methodology from a beta version to a version 1 for a period estimated at 5 months.

The Single Window platform will record, monitor, generate data and be used by different groups of end-users: various departments in VIWA, O&M goods and services suppliers for VIWA, provincial authorities, port authorities, citizens.

The consulting services (“the Services”) include (i) detailed design; (ii) development; (iii) implementation of the platform and its set of sub systems and (iv) from beta version to version 1 with the organization of intermediate pilot projects for the integrated sub systems. The Consultant will propose a team with a minimum of 1 Team Leader/Senior Web Developer (with fluent English), 1 Senior Android Developer with additional capacities and/or additional team members for Web / Android GIS.
