Consultancy to conduct a paper on social welfare development (Oxfam Vietnam)


Background Information

Oxfam is a global movement of people who are fighting inequality to end poverty and injustice. There are currently 21 member organizations working in 87 countries. We have a vision of a just and sustainable world. A world where people and the planet are at the center of our economy. Where women and girls live free from violence and discrimination. Where the climate crisis is contained. And where governance systems are inclusive and allow for those in power to be held to account. 
Oxfam in Vietnam believes that a reduction in poverty, injustice, and inequality will occur through the interaction between active citizens, accountable states and responsible private sector and that it is fundamental to Vietnam’s development. Oxfam in Vietnam aims to influence the current growth-based development model to shift to a Human Economy Development Model, putting people and the planet before profits.
Social welfare is one of the keys drivers and also the results of social and economic development for any nation.  Vietnam is aiming to provide universal social welfare for all citizens and the government has made strong and progressive efforts to realize this aim.  Citizens and the public are always interested in social welfare benefits, including social insurance, health insurance, education, medical services. 
Fair Finance Vietnam (FFV) aims to promote the Environmental – Social – Governance (ESG) adherence in policies and practice of financial institutions (FIs) , including pension funds , thereby contributing to achieving the Sustainable Development Goals (SDGs).
FFV provides evidence-based research, sharing knowledge, and promoting multi-stakeholder initiative as well as to increase public perception of ESG. FFV seeks to recruit a consultant to write a paper analyzing social welfare development trend with private sector engagement and its implications, in both theory and practice perspectives.  

Objectives 

This paper aims to provide FFV with in-depth understanding of analyzing social welfare development trend with private sector engagement and its implications, in both theory and practice perspectives internationally and in Vietnam.

Deliverables 

  1. One paper about 15 pages in Vietnamese 
  2. One short sharing meeting with FFV team
Expected Timeline: October 2023
Budget: Negotiable 

Required competence:

  • Having knowledge of and understandings in social protection, pension funds system, the context and overview of pension fund system in Vietnam
  • Knowledge or research experiences related to the private sector engagement in providing social welfare internationally and in Vietnam. 
  • Knowledge on international experiences in environmental and social responsibility compliance of investment using pension fund
  • Experiences in doing research methodology with different approaches.
  • Proved experience in working with women workers, migrant, ethnic minorities in social protection.  
  • Having profile in development sector and research. 
  • Showcase of analysis and writing on the relevant topics.
  • Ability to work under pressure and in a multi-organizational team.

Submission of Proposal 

Interested consultant(s) should send the following information:
  • Portfolio of the consultant (s), showcasing relevant experience, previous works, notable clients
  • CV(s) of the consultant (s) with relevant experience
  • A brief proposal with the components as described in the consultant work objectives 
  • A proposed budget plan, including consultancy rate, travel expenses, and other fees to complete the task, including Personal Income Tax or VAT

Selection and Assessment criteria
The evaluation of the proposals will be based on the best technical understanding of the assignment and qualifications of the consultant (design, methodology, consultants CVs), and quoted fees to deliver the assignment.
