Improve household dialogue toolkit and develop a curriculum for facilitation of communication activities in Lao Cai.
For the ‘Market development and competitiveness enhancement for cinnamon products to promote women's economic empowerment in Lao Cai province’ project
BACKGROUND
SNV Netherlands Development Organization (SNV) is a non-profit, international development organization founded 53 years ago, and now operating in 28 countries in Africa, Asia and Latin America. Our global team of local and international advisors use their expertise in three sectors – Agriculture, Renewable Energy and Water, Sanitation and Hygiene – as well as the cross-cutting topics of gender, climate change and youth employment to contribute to solving some of the leading problems facing the world today. We work with local partners to equip communities, businesses and organisations with the tools, knowledge and connections they need to increase and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.
SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 50 provinces in the country, including in the poorest and most remote areas.
The “Market development and competitiveness enhancement for cinnamon products to promote women's economic empowerment in Lao Cai province” – or “Spice for Equality” for short - is a 2 year project being implemented by SNV in partnership with the Agricultural Extension and Services Center of Lao Cai province (AESC). The project is part of the ‘Gender Responsive Equitable Agriculture and Tourism Program’ (GREAT) funded by the Australian Department of Foreign Affairs and Trade (DFAT). This project focuses on improving the social and economic status of women in Lao Cai province by strengthening their engagement in cinnamon value chains. We are seeking a consultant to help improve the “Household Dialogue Toolkit for Gender Equality” and to develop a curriculum for facilitation of communication activities for women leaders in Lao Cai.
CONSULTANCY SERVICE DESCRIPTION:
1. Objective:
To deliver: (i) complete advanced Household Dialogue Toolkit considering lessons learnt from SNV and AESC Lao Cai; and (ii) curriculum/text book[1] for leadership and facilitation skills trainings for women in the project area (presentation, facilitating, leadership, negotiation, etc.).
The advanced Household Dialogue Toolkit will be used during household dialogue and community dialogue activities in project sites in Lao Cai. The curriculum/textbook will be used in TOT trainings on leadership and facilitation skills for local gender equality champions.
2. Scope of work:
The Consultant/s will work with SNV and AESC Lao Cai to review, design, develop and finalize the materials. The materials will be used for communication events/activities and trainings at the village and household levels in Bac Ha and Van Ban district.
3. Methodology and tasks:
- Work with staff of SNV and AESC Lao Cai on:
- Review the available tool set (household dialogues and other relevant tools such as Gender Action Learning System (GALS))
- Create appropriate modules which are locally adapted to be applied in project in Lao Cai (Van Ban and Bac Ha district)
- Document lessons learnt, identify the needs and solutions to improve the tool
- Identify types and detailed contents of the curriculum.
- Discussion with SNV and AESC on the concept and actualization of the materials and the understanding of local context
- Improve and develop the mentioned materials
- Field visit for testing and finalization the toolkit and curriculum/text book.
- Introduce, transfer and coach the materials to partners (AESC and key farmers)
4. Deliverables:
- An improved gender toolkit for selected modules
- Curriculum/text book for leadership and facilitation trainings (presentation, facilitating, leadership, negotiation, etc.)
- Report of implementation of the assignment
5. Qualifications, skills and experience required:
The Consultant/s must have the required competence and skills to carry out the assignment. Some of the desired qualifications are below:
- Bachelors or Master’s degree on gender equality, communication or related sectors
- At least 5 years’ experience in documentation and developing communication products/training curricula.
- Strong qualifications and skills on drawing and graphics.
- Experience in working with local communities and women’s empowerment
- Proven experience on preparation of materials for training, design and promote communication activities.
- Knowledge on gender and experience in working with community are required
- Having experience in working with local and partners, and with NGOs is highly desirable.
6. Timeline and dates:
- From 10 August to 15 September 2019. Total expected time is 15 working days.
