Terms of Reference
1. Introduction and Background Information
1.1. Humanity and Inclusion
Humanity and Inclusion (HI) – previously known as Handicap International- is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is working in more than 60 countries over the World.
HI has been working in Vietnam for over 25 years, mostly in the fields of health and prevention (mother and child health and road safety), rehabilitation (rehabilitation care for persons with spinal cord injury and brain lesions), education (access to inclusive education for children with disabilities) and livelihoods (access to decent work for people with disabilities).
1.2. Rehabilitation Project
The rehabilitation project, funded by the USAID, started in October 2015 and is expected to last for 8 years (until September 2023). The project's goal is to improve quality of life of persons with brain lesions, especially those with brain stroke, traumatic brain injury, cerebral palsy and/or spina bifida/hydrocephalus, by improving access and quality of rehabilitation services. In order to do so, the project develops 4 main approaches:
- Strengthening of rehabilitation service delivery
- Building Human Resources’ capacities and skills.
- Strengthening governance and networking
- Improving awareness among general population and local authorities on home accessibility and independent living
1.3. Telerehabilitation
In the framework of its first objective (service delivery), the project is implementing activities that aim at strengthening discharge procedures of patients from hospital, transition of care from hospital to community-level care and home- or family-based rehabilitation care and follow-up.
In this framework, the projects aims at developing digital solutions for discharge, transition of care and home/family- based follow-up. To achieve this goal, the project notably includes the development of a telerehabilitation application.
Telerehabilitation is defined as “the remote delivery of rehabilitation services, where distance is a critical factor, by all rehabilitation care professionals using information and communication technologies for the exchange of valid information for diagnosis, treatment and prevention of disease and injuries, research and evaluation, and for the continuing education of health care providers, all in the interests of advancing the health of individuals and their communities.”
1.4. Application features
- Prescription of content from the therapist to the patient :
- Information Education and Communication (IEC) materials for the patients and its caregivers
- Modular exercise programme
- Recommendations for home accessibility and independent living
- Communication between therapist and patient
- Messages (text, picture)
- Video calls
- Online questionnaires and goal settings to be filled by the patient and accessible for the therapist
1.5. Current situation
The telerehabilitation application development is divided in 2 phases :
- Phase 1 : Technical Specification Assesment Business Analysis : project scope, assumptions and dependencies, functional requirements, business flows, detailed description of each feature. UI/UX Design Activities : definition of wireframes and UI for the whole system. Technical Solution : technical feasibility, development technology and detailed architecture.
This phase is currently ongoing and expected to end on May 27th, 2020.
- Phase 2 : Application development Based on phase 1, an international call for tender will be open for phase 2. This call for tender is expected to end in July. This development phase is expected to last approximately 6 months, starting in August.
Though specific requirements will have been defined, we are expecting to work following the Agile methodology all along the application development phase.
2. Assignment
2.1. Assignment Objectives:
The consultant supports HI’s Rehabilitation project in:
- Co-writing the technical terms of reference for telerehabilitation application development phase.
- Supporting and advising in the selection process following international call for tender for telerehabilitation application development phase.
- Supporting and advising in the contract drafting with selected service provider.
- Supporting and advising during the kick-off and monthly follow-ups project meetings during the telerehabilitation application development phase.
2.2. Deliverables
- 1 technical terms of reference for telerehabilitation application development phase, including :
- technical requirements
- technical selection criterias
- technical methodology
- 1 tender technical analysis grid, including scoring.
- 1 contract technical requirements.
- 6 monthly reports including technical recommendations.
2.3. Consultant and HI’s Responsibilities
The consultant:
- Proposes methodology
- Lead and undertake technical drafting of deliverables
- Provide aforementioned deliverables and present them to HI technical team
HI:
- Validates deliverables
- Provides necessary documents or information, including Phase 1 results aforementioned.
3. Additional Information
3.1. Working Organization
- The deliverables are to be developed from the distance – there is no field mission (in Vietnam) required
- The deliverables are to be developed in English
3.2. Timeframe
- Application closing date: May 22nd, 2020 (11.59PM, Central Europe Time)
- Confirmation: selected consultant will receive an answer on May 25th, 2020
- Contract signature: contract is expected to be signed by May 28th, 2020.
- Deliverables: the following deliverables are expected to be provided :
- Technical terms of reference for telerehabilitation application : June 10th, 2020, with an expected workload of 5 days.
- Tender technical analysis grid, including scoring : 3 working days after call for tender closure, with an expected workload of 1 day.
- Contract technical requirements : 3 working days after selection (expected in July), with an expected workload of 2 days
- Monthly report including technical recommendations : 3 working days after each monthly meeting, during maximum 6 months, with an expected workload of 1,5 day per month.
- Total expected workload : 17 days
3.3. Selection Criteria
Selection of contractor among the bidders will be based on series of criteria, among which (not following an order of importance):
- Substantial responsiveness :
- Application completeness (CV, proposal)
- Failure to meet critical delivery schedule
- Failure to meet major technical requirements
- Failure to bid for the required scope of work
- Technical proposal :
- Relevant past experiences
- Technical skills and expertise, including but not restricted to Agile methodology for application development
- Proposal quality
- Technical proposal :
- Activity costs (total budget and fees)
HI reserves the right not to award the contract concerned by this tendering procedure should circumstances require, and is under no obligation to provide justification or compensation of any kind to the companies consulted.
