Consultant for Gender Advisory Projects

I. Background The International Finance Corporation (IFC), the private sector arm of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets. IFC promotes private sector development and economic growth as a way to reduce poverty and improve people’s lives. IFC works to help achieve the World Bank Group’s overarching goals of ending extreme poverty by 2030, and stimulating shared prosperity. We work with more than 2,000 businesses worldwide, using our capital, expertise, and influence to create markets and opportunities in the toughest areas of the world. The IFC Gender and Economic Inclusion teamworks across investment and advisory services to enhance gender-smart private sector development. We help companies close gender gaps by building the capacity of colleagues and clients to drive gender-aware and inclusive business growth. The three pillars that enable us to achieve these goals are 1) providing evidence/research on the business case for gender equality, 2) providing direct client advice and investments as well as 3) creating private sector peer learning platforms that enable companies to distil best practice and learn from each other. The Gender team in East Asia and the Pacific implements the program in the region placing special emphasis on Papua New Guinea, Fiji, Myanmar and Vietnam, and in South Asia with a special emphasis on Afghanistan, Bangladesh, India, Nepal and Sri Lanka. IFC has a results measurement system and a cohort of staff who specialize in helping operational colleagues understand and articulate the development impact of their projects. At the project level, IFC sets out to achieve concrete, measurable internal development targets that are specified at the design phase and, if needed, reviewed from time to time. These targets are linked to IFC’s corporate Development Goals. Progress towards achieving these targets is continuously tracked by our monitoring system, after which we employ evaluative approaches using multiple methods to assess the longer-term impact of interventions. This deliberate, systematic approach allows us to track the progress of our projects throughout their life cycle, and incorporate lessons learned into operations to improve future goal-setting and project design. It also helps become more results-focused and improve our transparency and accountability to our stakeholders. In light of the volume of portfolio and pipeline gender projects in East Asia Pacific (EAP) and South Asia (SA) led by the Gender and Economic Inclusion Group in the Region, IFC seeksto hire a consultant at the Analyst (E) level, based in Hanoi, Vietnam (preferred), with an openness to alternative locations in Asia including Colombo, Sri Lanka. II. Duties and responsibilities The Consultant will primarily be responsible for providing support to the Gender Secretariat Team based in EAP, in coordination with the relevant Results Measurement Specialists. The overall objectives of the assignment are the following:

Support and advise the Asia Gender team in the design, supervision, and evaluation of new and existing projects to ensure rigor and timelinessin results management.
Review and analyze Asia Advisory and Investment project data and other key indicators included in the annual Corporate Scorecard, commitments made under the capital increase, or from the regional Gender Strategy Implementation Plan (GSIP). Produce quarterly reports as well as ad hoc reports, presentations, and input for strategy documents as needed and in close collaboration with the Regional Gender Leads.
Conduct data analysis and advise team on collection of data on research projects and client advisory engagements done in house. This includes analyzing HR statistics, business metrics, qualitative data and survey data from individual clients or groups of clients. Advise team on data visualization and contribute substantially to client deliverables and research outputs.
Advise and support substantial research projects contracted by the team through the development of Terms of References; review of proposals; input on proposed research instruments; and detailed review of drafts.

Specific tasks include but are not limited to the following:

Work with Results Measurement colleagues and gender teams to develop project-level results frameworks and articulate development impact at inception/design stage of projects, including at concept note and pre-implementation stages
Input results and update results framework of all projects as needed during 6-monthly project supervision periods.
Aggregate and validate results as needed, for donor reporting, World Bank Group Country
Partnership Frameworks, and other corporate reporting requirements;
Conduct statistical analysis of results data feeding into reports, presentations, and operational tools;
Ensure the quality of deliverables related to project evaluations and impact assessment studies (Terms of Reference, firm selection, inception and final report);
Draft reports and PowerPoint presentations focused on the development impact of Gender AS projects and gender-flagged projects throughout the EAP region;
Aggregate results and draft text for Asia Pacific Quarterly Gender Reports;

III. Contract duration, remuneration, reporting lines, and location The contract is for a maximum of 150 working days over 12 months. The daily rate will be determined based on the candidate’s seniority and prior experience. The consultant will directly report to either EAP or SAR gender lead or Sri Lanka Program Manager (to be determined upon selection) working closely with both the GEIG Results Management and Quality Assurance Specialist and dedicated IFC Results Management staff in Asia. The consultant will be based in Hanoi, VN or Colombo, SL. Limited travel may be required. IV. Qualifications and competencies The assignment requires an individual with:

Masters degree in Economics, Social Science, Business, Development Planning, Statistics, Information Management, or related technical field;
Minimum of two years relevant experience in the design and implementation of household/client surveys, performance monitoring and evaluation frameworks and systems;
Good understanding of the basic concepts of results measurement (logical frameworks, indicators, data collection methods and tools, evaluation design etc.);
Good understanding of the basic concepts of gender and private sector development, including the business case for gender equality.
Strong skills in research and analysis of qualitative and quantitative data, using Excel and/or other statistical packages(Stata, SPSS, R);
Excellent communication and drafting skills in English (in addition, knowledge of one or more Asian languages would be an asset. Note that Vietnamese language is not a requirement);
Research and working experience in the energy sector, investment banking, and/or development financing are an explicit asset;
Willingness to understand and learn to navigate IFC internal systems, processes, standards and procedures, and accept a contract based in Vietnam paid in local currency (based on USD salary scale for Vietnam).
