Under the general guidance and direction of the PPD Senior Advisor/Team Lead, the Public Partnerships Consultant is responsible for various aspects of external relations, development and implementation of partner strategies and approaches for assigned African member states and respective thematic areas; as well as liaison with: Government Missions to the UN, donor capitals, UN agencies, UNICEF Headquarter Divisions and UNICEF Field Offices. The Partnerships consultant is responsible for maintaining on-going contacts at working levels with these various offices. This consultancy is in the team that oversees UNICEF’s partnership (financial and policy) with African Governments and the African Union and Institutions.
1. Partnership, Advocacy and Resource Mobilization Strategies with Member States
- Contribute to the partnership, advocacy and resource mobilization strategies for assigned Member States, in coordination with relevant UNICEF Divisions and Offices.
- Implement engagement plans and activities with the objectives of strengthening child rights partnerships, increasing African countries funding to UNICEF’s regular resources and funding opportunities to UNICEF’s programmes for assigned African countries.
- Develop and implement engagement plans for tripartite partnerships in assigned thematic areas to support the implementation of the African Union and UNICEF engagement strategy.
- Gather, analyze and monitor geo-political intelligence including intelligence on leaders’ commitments to child rights in countries of WCAR and ESAR through interactions with the Regional Offices, Country Offices, the Permanent Missions, and the UN agencies.
- Facilitate high level contacts with senior officials of Missions to the UN, departments of assigned Member States, and other internal and external interlocutors in order to promote cooperation with UNICEF and the attainment of UNICEF’s goals and objectives.
- Prepare comprehensive and substantive analyses, briefs, reports, statistics, income projections and requirements for Executive Director’s meetings with minister level counterparts, senior Member State officials, senior parliamentarians, or heads of major institutions.
- Help formulate advice to UNICEF senior management on recommended action with selected Member States/partners, to influence policies, (inter-governmental) positions and practices and maintain and increase UNICEF’s resource base.
- Develop policy papers and guidelines to enhance Partnerships and initiatives for assigned partner countries for review/consideration of PPD senior management.
- Identify and explore opportunities for strategic public and public/private sector partnerships with/for African countries to benefit children.
- Provide support and guidance to country offices and regional offices in leveraging and mobilizing resources.
- Identify opportunities for multi-stakeholder partnerships including public/private partnerships, the African Development Bank to support strategic partnership with African leaders.
- Effectively manage agreements, negotiate terms of agreements of funding between UNICEF and assigned Member States in a manner that is consistent with UNICEF Regulations and Rules in coordination with the UNICEF Legal Office, HQ divisions and field offices. Ensure appropriate management of negotiated contributions according to UNICEF Regulations and Rules.
- Provide quality assurance for contribution/grant management in close coordination with relevant internal offices.
- An advanced university degree (Master’s or higher) in Social sciences, or related technical field. A first university degree (Bachelor's) in a relevant field, combined with 2 additional years of professional experience, may be accepted in lieu of an advanced university degree.
- A minimum of five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, United Nations intergovernmental processes, humanitarian assistance, or a related field.
- Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
- Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
- In-depth knowledge of partnership development and resource mobilization.
- Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities.
- Identification of new opportunities or requirements to meet challenges and propose changes.
- Excellent communications skills, verbal and written.
- In-depth familiarity with political and governmental processes is an asset.
- Ability to conduct sound policy analysis is desirable.
- Duration of agreement: From 13 July to 31 December 2020.
- Schedule and Duty Station: Because of the current Covid19 crisis, the consultant will work 5 days a week, initially remotely, within the United States. After clearance is received for the gradual re-opening of the UNICEF New York premises, the consultant will work on-site, as needed.
- Consultants working at NYHQ, must have a valid G-4 visa prior to their arrival. The UN will not register a Consultant who is on a different type of visa (i.e. visitor's visa). Consultants employed at NYHQ who are not on a G-4 visa must take immediate action to obtain a G-4 visa and register with the UN accordingly. No visas will be facilitated by UNICEF.
- Travel: No Travel is expected for duration of the contract. However in the case of unexpected travel the following will apply: Unexpected travels shall be calculated based on economy class travel, regardless of the length of travel and ii) costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC).
- Health Statement and Insurance Coverage: Statement of good health and demonstration of health insurance coverage should be provided by the contractor. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.
