2. Background:
As the new concept developed by the GRC, Forecast-based Financing (FbF) is a
mechanism that uses climate and weather forecasts to trigger timely humanitarian actions, before a hazard hits the exposed population. These actions described in specific Early Action Protocols are automatically funded when the triggering forecast is released.
Since 2018, GRC and Vietnam Red Cross (VNRC) are in partnership to implement
the “FbF Ready” project coping with heat waves impacts in Hanoi. The goal of the project is the identification of early actions that can reduce these health impacts of heat waves, with a special focus on groups that are particularly affected such as the elderly, children, people with disability, people with chronic disease and street worker. Practical experience and institutional learnings on FbF for heat waves are documented and widely shared for replication and scaling up. This contributes to the global FbF programme by providing evidence and context based inputs to the finalization of the FBF methodology with focus on urban context heat waves. This also contributes (1) to enhance VNRC capacity in the field of FbF and (2) to enhance its visibility and credibility at national and regional levels as leader on the the forefront in the anticipatory humanitarian actions. With its auxiliary role to the Vietnamese Government in humanitarian, VNRC also aims to replicate the new FbF approach in other hazards in Vietnam, hence, VNRC has developed a FbF framework for 5 coming years with key important contents including capacity building, advocacy and communication of FbF approach to wider audiences including DRM governmental agencies, donor, scientists and communities in Vietnam. For the fulfilment of the VNRC FbF framework, the development of a FbF communication strategy/plan is key for replication and scaling up FbF in Vietnam.
3. Purpose
The GRC/VNRC will contract a consultant/team who will ddevelop an advocacy and communication strategy/framework on Forecast Based Financing . This includes :
i. Identifying target audiences and how to approach the audiences
ii. Identifying key messages for each target group
iii. Identifying relevant communication channels
In addition the consultant/ team will develop a training package on FbF
advocacy/communication and provide technical support

5. Required qualification, skills and expererience
• The applicant holds a University’s degree in communications, journalism, social science or international studies or related fields.
• Strong writing skills and knowledge of content develoment for various audiences
• Strong presentation skills
• Knowledge of multi-media design and production and organizational communications
• The applicant should have significant experience (at least 5 years) in conducting similar works in communications or jounalisms, including experience of implementation of communication plans/stragegies, preferably in an NGO/advocacy environment and social communication
• Previous experience working with the Red Cross Red Cressent is prefferd
• Previous experience working with the local government agencies is prefferd
• Excellent communication and documentation skills in English is Vietnamese
• Ressults focused and accountable.
