1. Background

This consultancy is a part of the project “Tackling Modern Slavery from Viet Nam: An interagency programme for behaviour change, access to justice and reintegration support” funded by the United Kingdom’s Home Office. This project will tackle modern slavery from Viet Nam through harnessing the capacities of IOM, World Vision and British Council to implement a coordinated series of interventions that specifically align with existing work in Vietnam, and United Kingdom Official Development Assistance requirements. On the basis of IOM research, the project will target five key target provinces: Nghệ An (Yên Thành; Diễn Châu districts); Hải Phòng city (Hải Phòng city; Thủy Nguyên district); Quảng Bình: (Đồng Hới city; Bố Trạch districts); Hà Tĩnh (Can Lộc; Nghi Xuân districts); and Quảng Ninh (Hạ Long city). Under the prevention component, the project aims to prevent vulnerable populations from becoming victims by reducing vulnerability to modern slavery through changing behaviours and attitudes through digital and live events targeting specific vulnerable groups at risks of trafficking.

2. Overall Objectives

The overall objective is to produce materials for the Project’s Behaviour Change Communication  (BCC) strategy with key messages and content, in coordination with IOM to prevent vulnerable Vietnamese from migrating irregularly and ending up at-risk of trafficking and slavery in transit and destination countries by equipping themselves with accurate information to make informed decision of migration. The expected outcomes of this consultancy will include the followings: Outcome 1: Production of one song composed by Singer Phan Manh Quynh in which the key massages of the BCC are conveyed. The song - with uplifting beat and memorable lyrics that are easy to sing along to - will primarily target young aspirant migrants who are contemplating their migration decisions. The song will embody the overall message of "Nghi truoc Buoc sau" (Think Before You Go) with subtle safe migration tips and a general guidance on how to make smart migration decisions based on careful deliberation of accurate information on migration options. Ideally the song will be associated with the short film series “Nghi truoc Buoc sau” which was produced under the project. Outcome 2: Production of one music video for the song to show the singer and community’s solidarity and engagement in spreading the campaign’s messages. Outcome 3: Apart from the song and music video, the mass media campaign will include an online story telling contest which aims to unveil the diversified stories of migrants that reflect any part of their journey: the decision-making process, recruitment process, departure, and life in the destination country and return. The consultancy will advise and support IOM to publicise and promote information about the contest to target audience, including engaging Singer Phan Manh Quynh in the advisory board and award ceremony, and through various means of communication including providing technical solutions to stream the awarding ceremony online. The ceremony will be scheduled for the International Migrants Day on 18 December 2020 at Green One UN House, Hanoi. Outcome 4Promotion of the short film series “Nghi truoc Buoc sau” on national television channels to maximize outreach and diversify the pool of audience as a way to spread the key messages more widely and ultimately to promote the campaign on a national level. Outcome 5: Aiming at enhancing the impacts and ratings of the mass social media campaign, digital media solutions to maximise the distribution of produced outcomes on various media channels will contribute greatly to the BCC strategy. The distribution of the outcomes will be made in a creative and innovative way to ensure they are adaptable to particular platforms. The content in details will be described and finalised in the proposal, after discussing with the recruited consultants. The products will be shown to all community audience, particularly the primary audience of young aspirant migrants. 3. Specific Tasks The consultant, or consultant team, will be required to:
  • Work closely with IOM for a deeper understanding of the TMSV Project and agreement on the content and messages of the song and music video
  • Work closely with IOM and Singer Phan Manh Quynh to compose the song that meets its objectives; and to engage him with various events under BCC activities:
  • The online story telling contest on the Facebook page ‘Nghi truoc Buoc sau’ as a member of advisory pannel,
  • The awarding ceremony of the contest tentatively on 18 December 2020 as a member of the board of judges,
  • The awarding ceremony of the Art contest on modern slavery and human trafficking hosted by IOM’s partner – the Women’s Union of Quang Ninh in the end of December 2020 through delivery of performance and exchanges with the audience
  • Produce a music video (with English subtitle) in consultation with IOM
  • Propose the production timeline and filming plan at the project sites and production fees
  • Promote the short film series on at least one national television channel upon discussion with IOM on the suitable format
  • Provide solutions to promote the use of the Project’s communication materials and the Project’s outcomes on digital platforms such as social media and other channels

5. Requirements
  • More than five years of experience working in media production and similar field
  • Extensive experience in producing development work related documents for publication and documentaries for national and international organizations with the aim of reaching both local and international audiences
  • Knowledge of migration related issues is an advantage
  • Local knowledge of the project sites
  • Excellent technical capacities to ensure smooth and high-quality production
  • Experienced and qualified team for shooting, editing, audio, mixing, voiceover, graphics, etc.
6. Intellectual Property All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc.) belonging to the client, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of IOM who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of IOM. 7. Data Protection The consultant or the consultant team shall take all reasonable and necessary precautions to preserve the confidentiality of personal data and the anonymity of data subjects. All personal data shall be collected, used, transferred, and stored securely in accordance with the IOM data protection principles. Consent must be obtained at the time of collection or as soon as it is reasonably practical thereafter, and the condition and legal capacity of certain vulnerable groups and individuals should always be taken into account. If exceptional circumstances hinder the achievement of consent, the data controller should, at a minimum, ensure that the data subject has sufficient knowledge to understand and appreciate the specified purpose(s) for which personal data are collected and processed.
