Consultant to Provide Support for Project in Quang Tri (NPA)

Norwegian People's Aid (NPA) is an Oslo-based Humanitarian organization working in the field of Mine Action. We have operated in Vietnam since 2010 with projects in Hanoi, Hue and Quang Tri. NPA QTMAC project is seeking for qualified, enthusiastic, experienced Vietnamese Consultant for the project support.

Background:

Quang Tri Provincial Mine Action Center (QTMAC) was funded by the United Kingdom Department for International Development (DFID) via Norwegian People's Aid (NPA) according to the Decision No. 2913/Q?/UBND dated 14 December 2018 by Quang Tri Provincial People's Committee (PPC) with the following objectives:

1. Long-term objectives

The long-term objective of this project is to minimize ERW accidents and their impacts on the communities to make Quang Tri a “safe province” where ERW is no longer an obstacle to socio-economic development.

2. Immediate objectives

• QTMAC is to give consultancy to assist the Provincial Mine Action Steering Committee (PMASC) to effectively and efficiently carry out the Mine Action Plan 2016-2020 on implementation of the Quang Tri Provincial Mine Action Programme on Settlement of Post-War Unexploded Ordnance Consequences period 2016-2025 which was released on the Decision No. 4502/KH-BCD dated 27 October 2016 by the PMASC.
• Mine Action Plan 2021-2025 is developed and submitted to the PMASC.
• Annual detailed plans for Mine Action cooperation are developed and efficiently carried out.

One of the main activities of the project is to pilot the manual on ‘Linking Mine Action with the Socio-Economic Development Planning (SEDP) so that the manual can be widely used over the province from the year 2020 on.

An Independent Consultant is needed for:

• Support to finalize the SEDP manual being updated with all the State laws and policies as well as the context of Quang Tri province so that the manual can be used widely within the province as the plan.
• Support QTMAC to work with relevant district and provincial Department of Planning and Investment for a qualified manual which is practical for implementation and ready for submission to the Quang Tri People’s Committee for approval.
