We are looking for a consultant to support the Forest Protection Department (FPD), Ministry of Agriculture and Rural Development to synthesis public comments from all stakeholders on the draft Decree on Vietnam’s Timber Legality Assurance System under the FLEGT/VPA between Vietnam and EU to submit to the Government for approval.

Major objectives: Through this consultancy, we aim to achieve three objectives:

• Synthesis and analyse all comments from stakeholders on the draft Decree on Vietnam’s Timber Legality Assurance System and submit for appraisal.
• Explain the opinion of appraisal from various levels of the related agencies, support FPD to revise the draft Decree to submit to Government for approval.

Timeline:

This assignment requires desk study from 18 September to 31 December 2019.                

Key requirements for the role include:

Essentials:

• Extensive knowledge in FLEGT and VPA process.
• 10+ years of relevant experience in timber legality
• Demonstrated ability to work in policy development
• Analytical skills
• Writing skills, especially policy
• Good English and experience in writing similar reports and preparing knowledge products

Desirables:

• Advanced degree in forestry, supply chain
• Related study published.
• Working experience with FPD is an advantage
