Job Title: National Short-term Consultants to provide consulting service in building 3 models of climate change resilient communities in water, sanitation and hygiene (WASH)
Background
In Viet Nam, climate change is expected to pose greater health risks to Vietnamese community from increases in the frequency and magnitude of extreme weather events (e.g., more heat events of longer duration, floods, droughts and salt intrusion, wildfires and storm surges), poor air quality, impacts on drinking and recreational water quality, foodborne diseases and vector-borne and zoonotic diseases.
Climate-driven events are impacting communities in many ways, impairing air and water quality, polluting land and increasing health risks of residents. As communities work to protect public health from more heat waves, wildfire smoke, drought and salt intrusion, flooding and other climate-related disasters, they need resources and information to better prepare for, withstand and recover from them. To cope with climate change impacts to communities, it is necessary that communities have a strong capacity, starting from good awareness on health impacts from climate change, capacity to assess their vulnerability and risks to climate change to capacity of making plan for adaptation and mitigation of climate change impacts and for recovery after climate change events.
In an effort to strengthen capacity of communities to cope with climate change impacts, VIHEMA with support from WHO has conducted capacity building for vulnerability assessment, climate risk assessment, monitoring and evaluation, and climate change adaptation planning in which a set of indicators for V&A assessment was applied in 3 selected communities in 3 provinces. Based on that foundation, VIHEMA proposes WHO to support in building 3 models for climate change resilient communities in WASH to cope with change climate in vulnerable communities (in flood, sea level rise, drought areas) in selected provinces including Thai Binh, Ca Mau and Nghe An.
As part of its technical assistance to VIHEMA, WHO is recruiting 02 national consultants to provide technical support to VIHEMA in conducting the above activity.
Planned timelines
- Start date: 15 September 2023 (subject to confirmation)
- End date: 31 December 2023
- Number of working days as a consultant: 25 non-consecutive days
Work to be performed
Purpose of the consultancy
To provide consulting service in building 3 models of climate change resilient communities in water, sanitation and hygiene (WASH).
Method(s) to carry out the activity
- In general, 02 selected national consultants in climate change and WASH issues will carry out their work based on their ToRs.
- The selected national consultants will work closely with WHO Technical Officer in Environmental Health and VIHEMA focal points, the national consultant in communication for 3 models to conduct their work either in climate change issues or WASH issues at community level.
- The two consultants need to work closely together based on the results of V&A assessment conducted by anther consultant in the selected piloting sites.
Outputs
For Consultant 1 - Climate Change
Output 1: A Conceptual Model for climate change resilient community in the aspect of climate change followed by recommendations on implementation of the conceptual model to be developed.
- Deliverable 1.1: The developed conceptual model for climate change aspect
- Deliverable 1.2: Guideline on implementation of the conceptual model in terms of climate change aspect
Output 2: Trainings on the conceptual model for climate change resilient community in terms of climate change and its implementation to be conducted at 3 selected communities
- Deliverable 2.1: 3 trainings to be conducted (training reports and minutes of meeting, training materials to be submitted)
- Deliverable 2.2: Plans for implementation of the conceptual model developed by each province
Output 3: Implementation of the conceptual model at each selected communities to be conducted, and monitoring and evaluation reports of each model community to be obtained
- Deliverable 3.1: Reports on progress of implementation and M&E reports
Output 4: Lessons learnt from all models to be documented and shared in the final workshop
- Deliverable 4.1: Lessons learnt from all models in terms of climate change aspects to be documented
- Deliverable 4.2: Workshop report in terms of climate change aspect
For Consultant 2 - WASH

Specific requirements
For Consultant 1 - Climate Change
Educational Qualifications required: At least Master’s degree in public health, environmental health, environmental science or other relevant areas from a recognized university.
Experience required:
- The consultant shall have at least 7 years of experience in dealing with climate change, public health, environmental health, climate change vulnerability and adaptation assessment (V&A), energy etc.
- Experience in conducting V&A assessment for health sector and planning for adaptation is advantage.
Skills / Technical skills and knowledge:
- Knowledge on climate change aspects in the countries
- Experience and skills in conducting V&A assessment, developing training materials for capacity building and plan for adaptation and mitigation in climate change
- Working experience at community level
- Training and communication skills.
- Teamwork spirit, coordinating skills are needed for this post.
Language requirements:
- Excellent in writing and speaking English. Fluent in Vietnamese as a mother tongue.
For Consultant 2 - WASH
Educational Qualifications required:
At least Master’s degree in public health, environmental health, environmental science, water supply and drainage or other relevant areas from a recognized university.
Experience required:
- The consultant shall have at least 7 years of experience in dealing with WASH, water safety plan, sanitation and hygiene in communities, and public health, environmental health etc.
- Experience in conducting V&A assessment in WASH and planning for adaptation is advantage.
Skills / Technical skills and knowledge:
- Knowledge on WASH aspects in the countries
- Experience and skills in conducting WASH assessment, developing training materials for capacity building and plan for adaptation and mitigation in climate change
- Working experience at community level
- Training and communication skills.
- Teamwork spirit, coordinating skills are needed for this post.
Language requirements:
- Excellent in writing and speaking English. Fluent in Vietnamese as a mother tongue
Place of assignment
The Consultants are required to work mainly at their own places in Hanoi and travel to conduct field trips in the three provinces.
Medical clearance
The selected Consultants will be expected to provide a medical certificate of fitness for work.
Travel
The Consultants are expected to travel according to the itinerary and estimated schedule below:
- Travel dates: From 15 Sep. 2023 To 31 Dec. 2023
- Location: Nghe An, Thai Binh and Ca Mau
- Purpose: To conduct training and monitoring V&A assessment at the 3 selected communities
Budget
