1. Introduction and
Background Information
1.1. Humanity and Inclusion
Humanity and Inclusion (HI) – previously known as Handicap International- is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is working in more than 60 countries over the World. HI has been working in Vietnam for over 25 years, mostly in the fields of health and prevention (mother and child health and road safety), rehabilitation (rehabilitation care for persons with spinal cord injury and brain lesions), education (access to inclusive education for children with disabilities) and livelihoods (access to decent work for people with disabilities).1.2. Rehabilitation Project
The rehabilitation project, funded by the USAID, started in October 2015 and is expected to last for 8 years (until September 2023). The project's goal is to improve quality of life of persons with brain lesions, especially those with brain stroke, traumatic brain injury, cerebral palsy and/or spina bifida/hydrocephalus, by improving access and quality of rehabilitation services. In order to do so, the project develops 4 main approaches:- Strengthening of rehabilitation service delivery
- Building Human Resources’ capacities and skills.
- Strengthening governance and networking
- Improving awareness among general population and local authorities on home accessibility and independent living
1.3. Telerehabilitation
In this framework, the projects aims at developing digital solutions for discharge, transition of care and home/family- based follow-up. To achieve this goal, the project notably includes the development of a telerehabilitation software Telerehabilitation can be defined as “the remote delivery of rehabilitation services, where distance is a critical factor, by all rehabilitation care professionals using information and communication technologies for the exchange of valid information for diagnosis, treatment and prevention of disease and injuries, research and evaluation, and for the continuing education of health care providers, all in the interests of advancing the health of individuals and their communities.”1.4. Illustrations
The telerehabilitation software will include a library of exercises that can be prescribed to the patients. Each of these exercises will need to include one animated illustration based on existing picture and instructions (in English).2. Assignment
2.1. Overall Objectives:
The mission’s overall objective is to provide animated illustrations for the exercise library.2.2. Specific Objectives :
More specifically, the consultant is expected to :- Provide animated illustrations that are culturally acceptable in different contexts (neutral skin and hair colour, type and length of clothes, gender)
- Provide animated illustrations that are easily understandable
- Provide animated illustrations that have optimized file size (quality/size ratio)
- Strictly respect the graphic requirements (to be confirmed with the consultant):
- Vector art
- 2 dimensions
- Format : .GIF, .SVG or similar
- Ratio : 1/1,91
- DPI : 300
- Frame : 15 frames/second
- Color:
- Limited number of colors in line with contrast requirements from WCAG (4,5:1)
- No shade of colors
- Character : cartoon like
- Review and adapt illustrations according to HI comments
2.3. Consultant profile
Applicant should demonstrate:- Relevant background (graphic designer/illustrator)
- Proven records of character/cartoon illustration
- Proven records of animated illustrations
- Very good command of English
2.4. Consultant and HI’s Responsibilities
The consultant:- Proposes a set of 3 different options for standard character in line with requirements listed above
- Undertake modifications to standard character based on comments from HI
- Provide aforementioned deliverables and undertake revisions based on comments from HI
- Provides examples to the consultant for reference
- Validates standard character
- Validates deliverables
2.5. Deliverables :
- Set of 3 different options for standard character in line with requirements listed above
- Expected number of 380 animated illustrations (mean length of animated illustrations: 2 to 5 seconds).
3. Additional Information
3.1. Working Organization
- The deliverables are to be developed from the distance – no travel required.
3.2. Timeframe
- Application closing date: JANUARY 22nd, 2021 (11.59PM, Central Europe Time)
- Confirmation: selected consultant will receive an answer on January 25th, 2021
- Contract signature: contract is expected to be signed by January 27th, 2021

3.3. Selection Criteria
Selection of contractor among the bidders will be based on series of criteria, among which (not following an order of importance):- Application completeness (CV, portfolio, proposal including cost/animated illustration and planning)
- Activity costs (total budget and fees) : only proposals with cost/animated illustration will be considered (no lump sum)
- Past experiences
- Proposal quality, activity planning and timeline
- Resources to be mobilized and consultant’s expertise
