Consultants/Consultant team: Evaluation of Safe and Sound Project (BDCF)


Background 

Blue Dragon received a grant from a large corporate foundation for the expansion and replication of our Safe and Sound anti trafficking model in Dien Bien and Ha Giang provinces. The grant supports the overall SAS Programs which are funded by multiple donors. The funding aimed specifically to facilitate the development of coordination mechanisms among government partners for the more effective identification and support of victims of human trafficking (NRM implementation) and to continue and expand training of grassroots social workers in case management and trauma informed care for victims of human trafficking.
At the national level, the grant also facilitated the development of a Circular outlining compulsory guidelines for police in child friendly investigation techniques.
The activities and spending of the grant were delayed due to Covid travel and other restrictions during 2020 and 2021, so was extended to December 2023. Blue Dragon is now seeking a consultant or team to conduct a final evaluation – focussed on evaluating the specific grant activities within the context of the overall SAS programs in both provinces. The evaluation report is expected to contribute to the development of a new Memorandum of Understanding in each province, to commence early in 2024.
This evaluation will complement other recent evaluations conducted by the Program Management Units and Blue Dragon in each province. The community based case management (CBCM) system in Ha Giang was evaluated in mid 2023, and will be evaluated in Dien Bien by the end of December 2023. The Anti Trafficking Boards prevention model was evaluated in late 2021 in Ha Giang province and in August 2022 in Dien Bien province. The reports from these evaluations will be made available to the evaluation consultant.

Objectives of the evaluation 

The objective of the evaluation is to assess the efficiency, effectiveness, relevance, impacts of the grant within the context of the overall SAS model, and document lessons learnt.
The original grant had four main areas of activities:
Activity A: Law Reform: 
  • Development of a Circular on child-friendly investigation procedures by December 2020.
  • Report on the strengths, weaknesses, opportunities for improvement of the Vietnam Law on Human Trafficking Prevention and Control.
Activity B:  Implementation of National Referral Mechanism 
  • NRM coordination groups in Ha Giang and Dien Bien.
  • Training of members of NRM coordination groups.
Activity C: Training reintegration service providers
  • Training local social workers in Dien Bien and Ha Giang
  • Documentation of need and implementation models for training social workers.
Activity D: Learning & Advocacy
  • Clear, practical models of NRM implementation available for sharing by Jun 2022
  • Est. 100 participants including government and NGO partners attended sharing workshop
The evaluation will focus on activity A, B and D with less focus on activity C. During May-July 2023, Blue Dragon and DoLISA conducted an evaluation of the community based case management system, including the social worker training in both provinces. The report of this evaluation will be provided to the evaluation consultant for information and we can determine the need for any additional information gathering on this activity.

Methodology

The exact methodology for the evaluation will be discussed and agreed with the successful candidate, but is expected to include:
Activity A: Law Reform:
  • Interviews with police in the two provinces to determine their knowledge and implementation of the Circular 43/2021 on guidelines for investigation of crimes involving people under 18 years.
  • Interviews with some social workers & Blue Dragon lawyers to determine to what extent interviews and investigation procedures they are aware of applied the guidelines.
Activity B:  Implementation of National Referral Mechanism
  • Desk review of Program reports, PMU reports, donor reports, etc.
  • Interviews with SAS Ha Giang and SAS Dien Bien staff about the implementation of the NRM in their province, Blue Dragon’s role, and recommendations.
  • Interviews with key agencies involved in implementing the NRM in the two provinces (police, BGA, DoLISA, DoFA)
  • Documentation of the NRM coordination models being applied in the two provinces and recommendations for how to extend and replicate the model.
Activity C: Training reintegration service providers
  • Following study of the existing evaluation report prepared by Blue Dragon and DoLISA, we will determine if there is a need to collect additional information or conduct additional interviews.
  • Documentation of the Community Based Case Management (CBCM) model, including the social worker training. Recommendations for expansion and replication of the model.

Scope

The evaluation and documentation tasks will involve a combination of desk- based review and field-based research. The approach must be gender-sensitive, child-protection-focused & sensitive to ethnic minority cultures and languages.

Time and location

The evaluation will be conducted between September - November 2023.
The evaluator will conduct desk based research in Hanoi, and conduct visits to both Dien Bien and Ha Giang to carry out interviews with stakeholders, project partners and beneficiaries.
We expect that the evaluation will require 10-15 days, to be confirmed with the successful consultant once the methodology is finalized.

Outputs of the evaluation 

The evaluator is expected to produce the following outputs:
  1. An evaluation report in English including the assessment of the effectiveness, efficiency, relevance and impact of the project, as well as lessons learned & recommendations. Exact format to be discussed and agreed.
  2. Documentation of the NRM model.
  3. A presentation of the NRM model for use at the final Sharing and Learning workshop planned for December 2023.
  4. Documentation of the Community Based Case Management (CBCM) model
  5. A presentation of the CBCM model for use at the final Sharing and Learning workshop planned for December 2023.
