USAID Saving Species: Support the appraisal of legal review analysis on Vietnam wildlife law and building consensus on collaboration and cooperation among government agencies

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 02 qualified consultants to support the appraisal of legal review analysis on Vietnam wildlife law and building consensus on collaboration and cooperation among government agencies.

Below is the summary of the Scope of work (SOW); for more details, please refer to the attached SOW.

Overall Goal: Promoting understanding of the updated legal framework to combat illegal wildlife trade for better legal interpretation and application of the law, and building consensus and enhancing sectoral collaboration and joint efforts among government agencies in legal reform and law enforcement to tackle illegal wildlife trade in Vietnam.

Specific Objectives:

  • To support law enforcement officers with an overview of the legal framework to combat illegal wildlife trade and its remaining gaps, flaws and loopholes, to understand and apply the law consistently and effectively.
  • Upon appraisal of the legal review analysis, CITES MA will use the document as a tool of reference in training enforcement officers and other stakeholders on legal interpretation and application of law;
  • To facilitate support the development of a roadmap for legal reform and a shared agenda/work plan to map out authorized mandates, existing efforts to build consensus and take effective measures to tackle wildlife trafficking in Vietnam.

- Propose a shared agenda for collaborative and effective implementation of Vietnamese wildlife law in line with CITES provisions and recommendations by all enforcement agencies and other stakeholders, including mapping out a matrix of their authorized functions, existing tools and interventions, recommendations for future actions.

Facilitating a 2-day technical meeting to present the appraisal and to get inputs for enhanced collaboration to better tackle wildlife trafficking

 

 

 

- Prepare relevant questions for participants and provide inputs of their respective assignment for the meeting agenda, including: (i) Main findings and recommendations of the legal review analysis; (ii) Initial assessment by consultant team of the analysis; (iii)   Proposal of common understanding of legal interpretation, and a roadmap for legal reform and law enforcement;

Qualifications

The consultancy team consists of 02 consultants:

  • 01 on Policy/Legal expert and/or wildlife management;
  • 01 expert on law enforcement and/or wildlife management.

Qualification:

Consultant on Policy and Law/Wildlife management (team leader)

  • A minimum of law bachelor’s degree and expertise and 10-year working experience in the wildlife management, or related field;
  • Experience in policy and legal analysis; policy and law development and application;
  • Experience in working with government agencies and foreign-funded projects;
  • Excellent presentation and report writing skills;
  • Fluency in office computer and English skills.

Consultant on Law enforcement/ Wildlife management (team member)

  • A minimum of law bachelor’s degree and expertise and 7-year working in the law enforcement and/or wildlife management;
  • Experience in working with state management agencies related to policy development and application, and law enforcement;
  • Experience in capacity building, organizational development and networking;
  • Excellent presentation and report writing skills;
  • Fluency in office computer and English skills

Report

The consultants shall report to Project Management Unit, Chief of Party of USS and CITES Management Authority of Vietnam.
