USAID Saving Species: Training for law enforcement agencies (LEA) in hotspot provinces on combating wildlife trafficking (CWT)

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 03 qualified consultants for 01 Trainings on law enforcement agencies (LEA) in hotspot province on combating wildlife trafficking.

For more details, please refer to the attached Scope of work (SOW).

Overall Goal: Capacity building for law enforcement officers in border provinces that are hotspots for illegal wildlife trade.

Specific objectives: Organizing 01 training course for about 50 law enforcement officers in Quang Ninh.

Main tasks & Responsibilities:

  • Develop training agenda and submit to USS project for comments.
  • Review previous training agendas, materials and curriculums conducted by USS project for the relevant available parts. If found suitable, update/use for the new training.
  • Conduct 01 training for law enforcement officers in Quang Ninh.

  • Develop training agenda and submit to USS project for comments.
  • Review previous training agendas and curriculums conducted by USS project for the relevant available parts. If found suitable, update/use for the new training.
  • Develop new training curriculum and material sections based on the current legal framework.

April - June 2020

  • Agenda and training curriculums in Vietnamese
Conduct 01 training

June – September 2020

  • 01 trainings conducted
  • Training report in Vietnamese with 01-page summary in English

Timeline/Working days:

  • Starting date: Tentatively April 2020.
  • Ending date: When the training conducted (expected 30 Sep. 2020).
  • Total working time: 40.5 days (8 hours per day) for 03 consultants, 13.5 days each.

Qualifications and requirements:

The consultancy will be conducted by 03 consultants:

Qualification:

Consultant on criminal violation handling - Team leader:

  • A minimum of 10 years working in the criminal violation handling area, preferably in the environmental and wildlife crime area in Vietnam;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.

Consultant on the area related to Administrative violation handling - Team member

  • A minimum of 10 years working in the areas related to Administrative violation handling; preferably in environmental administrative violations and wildlife crime sectors in Vietnam;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.

Consultant on the area related to wildlife conservation - Team member

  • A minimum of 10 years working in the areas related to wildlife conservation, rescue, identification and forensics; preferably in wildlife protection and management in Vietnam;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.
