Tiểu sử

Dự án Chống Bóc lột Trẻ em (ACE), do Bộ Lao động Hoa Kỳ tài trợ, đã bắt đầu từ năm 2019 tại Philippines với mục đích tăng cường năng lực của chính phủ Philippines trong việc giải quyết các Hình thức Lao động Trẻ em Tồi tệ nhất (WFCL) bao gồm cả Bóc lột Tình dục Trực tuyến trẻ em (OSEC) và vi phạm các điều kiện làm việc có thể chấp nhận được. Dựa trên những kết quả hiệu quả đã đạt được tại Philippines, dự án ACE sẽ được triển khai từ tháng 11 năm 2021 đến tháng 9 năm 2024 tại Việt Nam tại 6 huyện mục tiêu của 3 tỉnh mục tiêu (tỉnh Điện Biên, thành phố Đà Nẵng và tỉnh Quảng Nam) hướng tới các kết quả mong đợi như sau:

• Kết quả 1: Cải thiện việc thực thi khung pháp lý và chính sách liên quan đến WFCL, bao gồm OSEC và vi phạm các điều kiện làm việc được chấp nhận
• Kết quả 2: Cải thiện dịch vụ hỗ trợ cho nạn nhân của WFCL và/hoặc OSEC
• Kết quả 3: Tăng cường quan hệ đối tác để đẩy nhanh tiến độ trong việc giải quyết WFCL, bao gồm OSEC, và vi phạm các điều kiện làm việc được chấp nhận.

Tại Việt Nam, dự án sẽ chỉ đạo hỗ trợ kỹ thuật và phối hợp với nhiều cơ quan chính phủ, đối tác xã hội, tổ chức xã hội dân sự và doanh nghiệp trong quá trình thực hiện dự án nhằm tăng cường nỗ lực của chính phủ trong việc chống lại lao động trẻ em, góp phần vào chiến lược quốc gia về phòng ngừa và giảm thiểu lao động trẻ em. lao động trẻ em, đặc biệt là để giải quyết WFCL bao gồm cả OSEC.

In order to enhance the project communication efforts, the ACE project is planning a series of training modules on the storytelling skill about WFCL, including OSEC, and violations of acceptable conditions of work. At the moment, World Vision Vi?t Nam would like to hire a consultant/consultancy team to conduct a training on storytelling with mobile phone cameras.

Objective and Expected deliverables

Objective

The overall objective of the project is to provide training on storytelling through phone photography for target audiences in order to:

• Diversify project communication products, thereby enhancing the project visibility
• Empower and inspire target audiences to share their stores, thereby enhancing communications efforts against WFCL, including OSEC, and violations of acceptable conditions of work.

Expected deliverables

• Target audiences are equipped with basic knowledge about telling stories in pictures to enhance the communication efforts in WFCL, including OSEC and violations of acceptable conditions of work.
• Target audiences are capable of adopting skills to take pictures and video by phone to enhance the communication efforts in WFCL, including OSEC and violations of acceptable conditions of work.

Main requirements

Target audiences:

• Target audiences for the training include child protection commitees members and collaborators. Consultation with local partners will be conducted to finalize the detailed list of target audiences.

Details

The training will include but not limited to the following content:

• Storytelling skill (What makes a good story?...)
• Tellings stories in pictures by phone photography and videography.

Scope of work:

• Desk study to develop a training plan that most suits target audiences
• Discuss and agree with the project team on the proposed training plan
• Develop training materials (including pre-test and post-test)
• Conduct the training
• Provide a report on the training (per province)

There are minimum two trainings per project province/city for two separate target groups (1 day/training)

Total consultancy days will be based on practical proposal of consultant but not exceed 10.5 days (which cover all above tasks in three provinces)

Consultant Qualifications and Experience:

The successful consultant(s) should have the following qualifications:

• University or postgraduate degree in communications, social work, sociology or related disciplines
• Thành tích và kinh nghiệm đã được chứng minh (ít nhất 5 năm) trong việc phát triển các tài liệu IEC để thúc đẩy nâng cao nhận thức và thay đổi hành vi trong cộng đồng
