Job Category : Foreign and Commonwealth Office (Operations and Corporate Services) Job Subcategory : HR, Corporate Services Support Job Description (Roles and Responsibilities) Main purpose of job: To implement human resources policy for the British Embassy and British Consulate General in Vietnam. To coordinate and promote learning and development for the whole Network. To provide support to the Deputy Head of Mission. Roles and responsibilities / what will the jobholder be expected to achieve?: Recruitment and Induction: 25%
  • Partner with Hub to support recruitment process for Hanoi Embassy and Ho Chi Minh Consulate General including arranging interview panels, arranging logistics for interviews and guiding the successful candidates to complete HR and security procedures; handling their HR enquiries;
  • Draw up and monitor induction plans for newly recruited local staff and newly arrived UK based staff in coordination with the line managers;
Learning and Development (L&D): 25%
  • Conduct learning needs analysis to develop L&D strategy and plan;
  • Work closely with Regional L&D Team to promote learning culture at post by using blended learning activities and organize training courses, internal knowledge learning sharing sessions and the All staff L&D Day;
  • Monitor Vietnam network training budget;
  • Arrange Vietnamese language training for UK based staff;
  • Provide secretarial support to L&D Committee;
HR Admin functions: 25%
  • Guide staff on appraisal guidance and processes;
  • Ensure appraisals are conducted timely;
  • Provide secretarial support to Appraisal Committee;
  • Manage labour contracts including issuing, extending, renewing and terminating;
  • Manage local staff personal information including paper filing, working closely with Regional HR Hub on updating HR database on the system, guide staff updating Activity Recording;
  • Update the Organogram and Who We Are booklet;
  • Complete local regulations on labour registration with local government agencies;
  • Play a role in Welfare and Leader Support teams during Crisis.
  • Follow up actions on Staff Survey results;
  • Take activities to promote FCO Values at Post.
Support Deputy Head of Mission (DHM): 25%
  • Schedule meetings and appointments and ensure the DHM's diary is kept up-to-date and accurate;
  • Monitor the DHM’s travel and entertainment budget;
  • Support DHM on Crisis Plan and other tasks upon requests;
  • Secretarial support to Joint Board Management Meetings;
  • Some support to the ambassador when his PA is on leave.
Essential qualifications, skills and experience  
  • Strong interpersonal and communication skills, particularly writing skills;
  • Strong in learning and development for self and others;
  • Ability to work on own initiatives;
  • Flexibility, personal resilience and capable of solving problems.
  • Ability to work with minimum supervision.
  • Well organised;
  • Good IT skills and excellent English.
Desirable qualifications, skills and experience  
  • Experience on human resource particularly Training.
