About the program:
ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its member states to end human trafficking in the region. The program is a ten-year investment principally working with strengthening the justice sector response to trafficking in persons, while advancing the rights of victims. The program aims to establish new partnerships with allied government agencies, civil society and business. We engage with all 10 ASEAN Member States in some capacity and have national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar (currently on hold), the Philippines, Thailand and Vietnam.
Program Outcomes
The overarching goal that ASEAN-ACT contributes to is that ASEAN member states have effective justice systems that provide just punishment of traffickers and protect the rights of victims. Three interrelated end-of-program outcomes (EOPOs) contribute to the achievement of this goal by 2028:
> EOPO1: ASEAN’s planning, monitoring and reporting of ACTIP implementation is increasingly effective and advances the protection of victim rights.
> EOPO2: ASEAN member state justice and related state agencies are increasingly capable of implementing their ACTIP obligations, in particular those that uphold victim rights.
> EOPO3: ASEAN member state justice and related state agencies’ policies and practices are influenced by relevant stakeholders and better aligned with ACTIP, especially in connection to victim rights obligations.
Overview
ASEAN-ACT has capacity development partnerships with the anti-trafficking units of the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to strengthen their counter trafficking in persons (CTIP) enforcement capacity, and to improve the effective and ethical investigation of trafficking in persons and related cases. Currently, the PNP has approved CTIP courses, which have been developed with support from ASEAN-ACT. NBI is in the process of developing CTIP courses, with support from ASEAN-ACT, which will be incorporated into the NBI academy and offered as an accredited course for investigators. Both law enforcement agencies have developed their own versions of standard operating procedures on trafficking in persons investigations.
Objective
Working under the supervision of the Counter Trafficking in Persons Training Lead Consultant and in close cooperation with ASEAN-ACT’s Country Manager – Philippines and the ASEAN-ACT team, the Consultant will contribute to the finalisation and rollout of an integrated and comprehensive counter trafficking in persons (TIP) curriculum and modules based on existing materials and reference documents in consultation with the Anti-Human Trafficking Division of the NBI and the NBI Academy. Additionally, the Consultant will lead the review of PNP basic and specialist CTIP courses and support the PNP Anti-Trafficking Unit (ATU) develop other required capacity development materials.
Target users
Anti-Trafficking Units of Philippines law enforcement.
Areas of Responsibility
The Consultant will work under the supervision of the Counter Trafficking in Persons Training Lead Consultant and in close consultation with the Country Manager – Philippines, PNP, NBI and the ASEAN-ACT team.
Consultations
The consultant will be responsible for undertaking preparatory consultations and meetings, which may include:
> Consultations with PNP and NBI to develop and/or finalise training materials, determine ‘writeshop[1]’ details, mechanics and flow
> Consultations with the PNP and NBI on the development of the training materials - both the participants’ and trainers’ manuals
> Consultations with ASEAN-ACT team members.
Training and curriculum design
Supporting the development of a methodology, design, and facilitation plan for a series of ‘write shops; and workshops, including:
> Developing a timeline for delivery
> Researching and collecting information on operational procedures and good practices applied in NBI and the PNP on TIP investigations
> Developing case studies relevant to the Philippines context for training materials
> Preparing PowerPoint presentations for the writeshop(s)
> Documenting and analysing outputs.
> Supporting the Lead Consultant to review the draft curriculum and manuals in consultation with counterparts
> Ensuring Philippine references and terms are appropriate for the specific relevant contexts; and
> Incorporating other areas which may be identified during the consultations and validation workshops.
Expected Outputs
The following should be conducted within the timeline:
> Consultations and meetings with Philippine law enforcement ATU and ASEAN-ACT. Conduct ‘writeshops’ on the development and/or finalisation of the training program on TIP
> Validation workshops prior to final submission
> Electronic and ready-to-print/publication-ready copies of the following: > NBI basic and advanced trafficking in persons training course curriculum;
> NBI training manual for trainers with associated PowerPoint presentations per session;
> NBI training manual for participants;
> Reviewed and updated basic and specialist CTIP training courses in PNP, as applicable.
Qualifications
> Demonstrated expertise in curriculum and training development using adult learning methodologies;
> Ability to work with senior government officials and understanding of the public sector in the Philippines;
> Demonstrated stakeholder consultation and facilitation skills;
> Strong ability to collate and synthesise information from a diverse range of sources;
> Strong analytical and English reporting writing skills.
Desirable
> Knowledge and experience working with or within the Philippines justice sector;
> Knowledge of regional instruments in relation to TIP;
> Experience developing e-learning modules and/or delivering training through online platforms; and
> Skills in the editing and formatting of document to a high standard, especially official or legal documents.
