Background

The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School and its affiliated hospitals (Beth Israel Deaconess Medical Center (BIDMC) and Brigham and Women’s Hospital (BWH)), seeks to develop capacity for high quality medical education, medical research and healthcare quality in Vietnam. Our staff includes experts in clinical medicine, medical education, health systems, healthcare quality improvement, monitoring and evaluation, and implementation research.
The Country Director serves as the chief representative of HAIVN in Vietnam. The Country Director is responsible for strategic leadership and oversight of operations in the country office, including, program direction and quality, strategy development, innovation and impact, human resource management and staff development, financial stewardship, and administrative operations.The Country Director will function as the most senior representative of HAIVN in the country and will ensure the profile and reputation of HAIVN are strong and reflect the organization’s values and mission. The position will be responsible for relationship building, strengthening, engagement and management with local government, donors, and other major stakeholders.  The Country Director will be expected to identify new opportunities for funding and build new strategic partnerships to advance the organization’s mission and vision.  The director is expected to work in close consultation and coordination with the Boston-based management team to fulfill the responsibilities of the position. The Country Director reports to the HAIVN Director in Boston.

Duties and Responsibilities

  • Ensure that HAIVN is in compliance with all Vietnam government regulations for foreign NGOs including requirements for NGO registration and reporting, project approvals, labor law and human resources, and financial management.
  • Oversee recruitment, orientation, and performance of Vietnam-based staff and provide support to senior staff in their development, leadership, and project implementation, building a culture of collaboration, academic rigor, and innovation.
  • Oversee and promote program quality in the country; ensuring high quality execution of project strategies with an aim toward cross team mission driven collaboration. Ensure timely and quality completion of M&E processes
  • Provide oversight and accountability for the utilization of organizational resources in compliance with US, donor and Vietnam regulations
  • Oversee the development and implementation of administrative policies and procedures to ensure the efficient operation of the HAIVN Vietnam office
  • Act as Security Focal Point and ensure office protocols are effectively communicated to prioritize staff safety
  • Develop mission driven long- and short-term strategic priorities, program activities, and work plans in conjunction with in-country leadership team and Boston-based management team.  
  • Work closely with in-country leadership team and Boston-based management team on new business/project development, inclusive of identification of new opportunities and engagement of new partners.
  • Promote and foster the mission and image of the organization in Vietnam 
  • Foster and manage strong relationships and collaboration with Vietnamese government agencies, project donors, and other international and local partners. 
  • Serve as point of contact for high level communication between HAIVN and the Ministry of Health, Government of Viet Nam and other government entities.
  • Represent HAIVN at stakeholder meetings with the Government of Vietnam, international development partners, health institutes, hospitals and universities

Qualifications

  • 8-10 years’ experience in senior management position in international development,
  • An advanced degree in public health, medicine, management or other related fields or with extensive global health management and implementation experience.
  • Experience in the management of large US Federal Grants preferred
  • Experience in private sector engagement preferred
  • Proven track record of strong management skills with complex programs and a large number of staff.
  • Outstanding written and oral communication skills in English and fluency in Vietnamese.
  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
  • Ability to establish and build strong partnership with government and partner institutions and organizations, to pragmatically solve problems, plan a course of action using analytical, conceptual, strategic and forward-thinking abilities to achieve an effective resolution.
  • Strong leadership skills in areas including: fostering teamwork; developing and motivating others; managing change; conflict resolution; initiative and flexibility.
  • Strong visioning, strategic planning, implementation ability and effective under pressure, results oriented and proactive with the ability to multi-task.
  • Having working experiences in Vietnam preferred
