Duties

Incumbent of this position will plan, develop, administer, and track a vast range of non-academic exchange programs. S/he will supervise four Cultural Affairs Assistants (CAA) in the planning and implementation of various U.S. government programs, including the cultural programs and speaker programs, various exchange programs and youth engagement initiatives. The incumbent will serve as advisor to the Country Public Affairs Officer (CPAO) and the Cultural Affairs Officer (CAO) on all aspects of and developments in Vietnam’s political, legal, educational, and socio-cultural systems that impact bilateral relations and the environment in which PAS programming takes place. The incumbent will be required to have the highest level of knowledge about and contact with Vietnamese political, academic, cultural and non-governmental institutions, as well as excellent communication and negotiation skills to ensure effectiveness in PAS programming in a sometimes challenging program environment.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  At least four years of progressively responsible experience in a multilingual, multicultural, multinational, academic or governmental work environment, with communications, project management, or education duties as a significant part of the job.  Experience with audience or market analysis, marketing, and managing social media content is required.

JOB KNOWLEDGE:  Must have

A thorough knowledge of Vietnam's economic, political, social and education structures; institutions, political parties, and cultural movements; historical development; and key figures in mass media, the professions and in military, government, cultural and educational circles.

Thorough knowledge of State Department public diplomacy programs related to U.S. society, culture, art, education, and social and political processes.

Education Requirements:

A University degree in political science, education, international relations, communications, American Studies or local equivalent is required.

Evaluations:

LANGUAGE: 

Fluency in Speaking/Reading/Writing English is required. (This will be tested.)

Fluency in Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES: 

Must have:

Ability to develop and maintain extensive high-level contacts in cultural, governmental and educational circles.

Ability to plan, arrange, and execute one or more major segments of the overall cultural program and to draft program materials and reports.
