Winrock is seeking resumes for the Deputy Chief of Party for the anticipated Vietnam Counter Wildlife Trafficking (CWT) activity. This position will be based in Vietnam. The anticipated project purpose is to help Vietnam control and stop the current increasingly serious situation of wildlife trafficking, through enhancing the commitment of Government of Vietnam (GVN) leaders at the national and provincial level and reducing demand and consumption of illegal wildlife products.

Shortlisted candidates will be contacted with additional information on the positions available. These positions do not include expat benefits and require the candidate to be eligible to work in Vietnam without sponsorship from Winrock. Donor-funded project experience required.

Positions are contingent upon receipt of donor funding.

Responsibilities:

• Coordinate with the Chief of Party in management the project, including technical leadership and strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives
• Ensure cooperation with GVN counterparts at provincial and national levels on CWT, including facilitating project approval, communicating project priorities to relevant ministries and agencies, including MARD, MONRE, National Assembly, and Ministry of Public Security
• Participate in relevant advisory and/or working groups with counterparts, partner institutions, relevant Government of Vietnam Ministries and all other local stakeholders
• Ensure results-oriented technical components and high-quality and timely deliverables and reports
• Represent the project in public and professional circles through meetings, conferences, and presentations
• In coordination with the Chief of Party, develop and implement technical work plans and budget
• Ensure technical compliance with USAID rules and regulations
• Work closely with Winrock’s project management staff in Washington, DC to ensure effective, timely and coordinated project implementation
• Focus on achieving results in all areas on schedule and maintain positive relationships with USAID, Vietnamese officials, partners, and implementing partners

Minimum Experience Required:

• A minimum of a Master's Degree (or foreign equivalent) in international development, public/business administration, natural resource management, conservation biology, other social sciences or a similar relevant field (a bachelor's degree and at least 15 years' experience may be substituted)
• At least five years’ experience in program management as COP, DCOP, or comparable role
• Technical expertise in CWT including issues related to policy, law enforcement, and demand reduction
• Experience working closely with GVN ministries and agencies focused on CWT such as National Assembly, Ministry of Public Security, MARD, MONRE, and the justice system
• Strong relationships and networks in the Vietnam conservation, legal, and law enforcement community
• Proficiency in English, both spoken and written. Native fluency in Vietnamese
• Experience with USAID-funded projects strongly preferred
