World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 22,000,000 (FY21) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.
The strategic focuses of WVV include: children protection from all forms of abuse, exploitation, violence and injury; reduction of malnutrition rate of children under 5 through integrated approach; sustainable livelihood for poor households to support sustainable well-being of children.
Currently, WVV is operating in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
The Against Child Exploitation project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Philippine government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work. World Vision is implementing the project in the Philippines and proposing Vietnam to be the second country in this project. The project is planned to be implemented in 6 target districts of 3 target provinces (Tuan Giao and Muong Ang district- Dien Bien province; Son Tra, Hai Chau and Lien Chieu district- Da Nang City and Tam Ky district- Quang Nam province) toward the expected outcomes as follows:
- Outcome 1: Improved enforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work
- Outcome 2: Improved assistance services for victims of WFCL and / or OSEC
- Outcome 3: Strengthened partnerships to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work.
PURPOSE OF THE POSITION:
This position will be responsible for connecting between Deputy Project Director and the rest of the team, key partners at district and provincial levels to achieve all project outcomes, and outputs as specified in the approved project proposal and logical framework within the planned budgets.
ROLE DIMENSION:
- Coordination, Implementation, Monitoring and Reporting of outcome 1.2.3 of the project.
- Coordinating with the Project Officers and local partners so that all project activities under outcome 1,2,3 of the EVAC are implemented effectively and coordinated in light of the WVV Technical Approach/Technical Programme for Child protection and the approved project proposal.
- Assistance is provided to the Deputy Project Director in project design, implementation and review by developing and ensuring quality, realistic plans of action and budgeting.
- Assistance is provided to the Deputy Project Director in continually monitoring the implementation of the project to ensure that the project systems and field staff are working to achieve goals and objectives and that the project is maintaining World Vision International and donor accountability standards.
- Assistance is provided to the Deputy Project Director in ensuring high quality, accurate, and timely reports as required, including narrative progressive reports and financial reports according to WV’s WV’s Learning through Evaluation with Accountability and Planning (LEAP) framework.
- Best practices are documented and shared to other stakeholders in Vietnam and regional network
- Responsible for implementing, monitoring and reporting the project activities at the National level of outcome 1&3.
2. Relationship building and networking
- Relationship with Technical Managers is developed for obtaining technical advice and contributing technical inputs
- Assistance is provided to the Deputy Project Director in building relationships, documentation of lessons learned, and implementation of activities to support dialogue and learning of approaches to anti-trafficking.
- Assistance is provided to the Deputy Project Director in providing effective coordination, support and networking with/ between implementing partners, which include WV Philippines, WV Support Offices (SOs), WVV APs, etc...
- Assistance is provided to the Deputy Project Director in establishing effective partnerships with selected government ministries, UN agencies, NGOs, and target communities involved in the repatriation and reintegration process.
- Strengthened network for strong collaboration and convenient referral mechanism are facilitated.
3. Document, file and share
- Support the project officers, key local partners to ensure records of key interventions and their results are well documented for reporting, auditing and advocacy purposes.
- Best practices under outcomes of 1, 2, 3 are documented and shared to other stakeholders in Vietnam.
KNOWLEDGE, SKILLS, ABILITIES:
* Education:
- Bachelor degree
- Bachelor social science or related fields
* Knowledge & Skills:
- Well-developed representation and negotiation skills.
- Strong influencing and relationship building skills.
- Demonstrated ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.
- Well-developed writing and oral communications skills in both English and Vietnamese.
High-level computer skills
* Experience:
- At least 3 years’ relevant work experience
- Prior experience in child protection
- Prior experience working in similar geographical locations
- Experience working in INGO environment.
* Work Environment:
- Work in a team environment;
- Deputy Project Director, Finance staff and other project team members are based in a different workplace (virtual team)
- Intensive travel to the project sites to support the field staff.
WORK LOCATION: Hanoi Office or Da Nang Office.
