PSI has operated in Haiti as a local NGO for more than 25 years, having launched products ranging from condoms to contraceptives, and ORS to safe water. In line with its institutional development vision, PSI Haiti has deepened its national roots, changing its name to reflect a more local entity now called Organisation Haitienne de Marketing Social pour la Santé (OHMaSS), and developing a more diverse board. Thanks to a dedicated team of 85+ staff members, PSI is the principal recipient of Global Fund resources for Malaria, HIV and TB, with a total of $105M until December 2020.
We are looking for a Grant Compliance & Subrecipient Management Director to support our Global Fund HIV, TB, and Malaria awards that include 16 subrecipients (SRs) as implementing partners across 22 different interventions. The Grant Compliance & Subrecipient Management Director will be responsible for overall grant management for the Global Fund awards, liaising closely with PSI Haiti’s Finance, Supply Chain, and PMU departments, as well as with relevant PSI Washington departments, to ensure contractual and financial compliance to the agreement. The Grant Compliance & Subrecipient Management Director will be the award management point of contact for OHMaSS – either coordinating with Washington for communications originating from Headquarters, or leading discussion originating from Haiti. In addition, a critical responsibility of this position will be overall responsibility for managing and monitoring the SRs to make sure they comply with all contractual and financial terms and conditions of their agreements. The Grant Compliance & Subrecipient Management Director will take the lead on orchestrating and overseeing the close-out process with all SRs, ensuring compliance with all sub-award close-out requirements, in close collaboration with PSI Washington and the OHMaSS team.

Your contribution
You will be responsible for the overall contractual management of PSI’s Global Fund HIV, TB and Malaria awards in Haiti, with an emphasis on SR contract management and monitoring.
You will:
- Support the interpretation and application of Global Fund rules, regulations, and requirements as they relate to PSI’s role as Principle Recipient, and to the all identified SRs; ensure OHMaSS complies with all prime/PR and SR award terms and conditions, including programmatic, financial, and contractual deliverables.
- Assist Program staff in the review and negotiation of subaward agreements, workplans, and budgets (and revisions) as needed.
- Ensure fluid SR management across all functional departments at OHMaSS by proactively maintaining and adhering to all policies and procedures concerning the relationship with SRs. This includes but is not limited to: the PSI subaward management manual, implementation and archiving of all PSI Essential SR Management tools, and Global Fund specific rules and regulations governing subawards.
- Liaise with Global Fund on day-to-day basis, particularly as regards grant reporting, compliance, and subrecipient management.
- Lead development of all Global Fund donor reporting.
- Liaise with GIA, to ensure fraud prevention, fraud detection and fraud management as and when required in the Global Fund grant.
- Prepare responses to Global Fund audit requests and specific reporting requirements for subawards; lead responses to Global Fund management letters as and when they are issued.
- Ensure that the Senior Subaward Manager conducts regular internal reviews of PSI’s PR and PSI’s SR files to verify compliance of documentation.
- Lead subaward closeout in accordance with PSI’s and GF’s established policies and procedures.
- Supervise the Senior Subrecipient Manager and the Capacity-building unit.
- Other duties as assigned.

- Demonstrated knowledge of project lifecycle management, grant/contract management, and financial management.
- Demonstrated experience of capacity building and knowledge transfer on procurement and other donor reporting requirements
- Previous supervisory experience required
- Previous experience with The Global Fund is strongly preferred; ability to read and understand Global Fund specific award terms and conditions.
- Highly organized, with an exceptional level of attention to details in all aspects of work responsibilities.
- Excellent interpersonal skills to effectively interact with all levels of staff and subrecipients.
- Good oral and written communications skills to effectively communicate with subrecipients, external stakeholders, and PSI staff.
- Ability to work in a cross-functional team environment.
- Ability to work effectively in a diverse team environment and effectively promote the PSI’s mission, values, and objectives.
- French language skills preferred
- Working knowledge of database applications, word processing and Excel, as well as experience with accounting software and budgeting.
- References will be required.
- The successful candidate will be required to pass a background check.
- Must be authorized to work in the US.
