The Regional Commissions New York Office (RCNYO) is a joint office for coordination representation and policy advice at the global level for the five United Nations Regional Commissions, namely the Economic Commission for Africa (ECA), the Economic and Social Commission for Asia and Pacific (ESCAP), the Economic Commission for Latin America and the Caribbean (ECLAC), the Economic Commission for Europe (ECE) and the Economic and Social Commission for Western Asia (ESCWA).
The incumbent of this position will work within delegated authority and under the guidance of the Executive Secretaries of the five UN Regional Commissions and the direct supervision of the Executive Secretary assuming the annual Global Coordinator role for the Regional Commissions. ResponsibilitiesThe incumbent of this position will be responsible for the following:
• Directs and manages all liaison work concerning substantive, operational and administrative activities of the Secretariat of the five UN Regional Commissions with the concerned offices, programmes and department at Headquarters; • Contributes to the formulation of the department’s overall strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the USGs of the Regional Commissions;. • Provides leadership to the development of innovative and/or change management programmes. • Monitors and reports on policy developments of intergovernmental bodies (including the General Assembly and ECOSOC and their subsidiary bodies, the HLPF), and the interagency and inter/departmental machinery (including the CEB, HLCP, UNDG and EC ESA) that have a bearing on the strategic positioning of the RCs and/or implications on their priorities. • Provides policy advice to the Executive Secretaries of the Regional Commissions on the above deliberations and pertinent development issues. • Formulates and implements the substantive work programme of the Office/Division under his/her supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Oversees the management of activities undertaken by the RCNYO, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the RCNYO and Department, and with other organizations of the United Nations System, donors and agencies as appropriate. • Enhances and promotes coordination and interregional cooperation among the Regional Commissions. • Promotes and disseminates information on activities of the RCs at the global level, and presents the RC’s perspectives on major policy issues. • Promotes interregional cooperation among the Regional Commissions, and facilitates knowledge sharing and exchange of best-practices among them. • Co-ordinates and oversees the preparation and consolidation of the Regional Commissions’ joint reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the RCNYO maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the office/division under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the RCYNO, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Oversees the recruitment of staff for the RCNYO taking due account geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision; foster teamwork and communication among staff in the office/Division and across organizational boundaries. • Chairs meetings, seminars, etc., on substantive-related issues; represents the Regional Commissions at international, regional, inter-agency meetings, seminars and conferences; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. Represents the Regional Commissions in the Steering Committee of the Development Account. • Perform other related duties as requested by the senior management of the Organization and the Executive Secretaries of the Regional Commissions. EducationAdvanced university degree (Master’s degree or Doctorate) in the following disciplines: social sciences, law, business or public administration, finance, accounting, or related area is required. A first-level or higher level university degree (Master’s or Doctorate degree) in any field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work ExperienceOver fifteen years of progressively responsible experience in sustainable development and regional economic cooperation and integration, programme and project planning and analyses, financial management, budget or related field is required. Experience in facilitating and conducting intergovernmental negotiating processes is desirable.
LanguagesEnglish and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
