MANDATE OF THE DEPARTMENT: The UNAIDS Office in New York (NYO) works at the political level to help unite the world in responding to HIV and AIDS and towards our strategic goals of zero new infections, zero AIDS-related deaths and zero discrimination. We have four strategic objectives around accelerating progress around SDGs, ensuring that the response to AIDS continues effectively beyond 2020 until AIDS no longer poses a global public health threat; ensuring that we are adaptable and ready to change to better meet the challenges of today and tomorrow; and finally, to increase visibility and understanding of the Global response to AIDS. We do this by engaging with partners and stakeholders in New York, our co-sponsors, the General Assembly, the Economic and Social Council (ECOSOC), the UN secretariat, Permanent Missions, civil society organizations, academia and the private sector.The NYO convenes, coordinates and leads high-level thematic briefings, panel discussions, exhibits and events in collaboration with UNAIDS cosponsors and other key stakeholders. The work of the NYO contributes to the mission of the External and Donor Relations Department which leads efforts to mobilize resources for the Joint Programme and advocates for and builds strategic partnerships with governments, intergovernmental and regional bodies, parliamentarians and other policymakers, academic institutions and experts, corporations, philanthropies, foundations and other donors, including individual donors, to support the overall AIDS response and the specific goals of UNAIDS The NYO works closely with the EXD's Chief of Staff, Director of External and Donor Relations, and in close coordination the Deputy Executive Directors, and the secretariat more broadly.
Main tasks and Responsibilities of the Position:
  • Based in New York, and under the supervision of the Director of External and donor relations, the incumbent is responsible for the following:
  • Communicates the organization's evolving mandate, and broad organizational objectives to key partners including the UN system, Civil Society and member states and provides authoritative technical leadership that draws the partners into close collaboration.
  • Represents UNAIDS at high-level national and international fora, promoting and advancing/influencing the position of UNAIDS.
  • Keeps EXD, Director EDR and Senior Management abreast of political intelligence through regular analysis and synthesis of key information including policy and financing of the SDGs.
  • Contributes to enhancing and maintaining high visibility of the Secretariat and advocates on the role of HIV/AIDS in achieving Sustainable Goals (SDGs) and in adopting the UNAIDS' vision across the UN system.
  • Draws on the Secretariat to gather information and oversees the preparation of inputs into the ECOSOC and Security Council agendas.
  • Provides high-level guidance to enhance and maintain high visibility of the state of the HIV and AIDS epidemics, the global response and the Joint Programme and Secretariat role and position within this and the broader health and development context.
  • Works across the organization to mobilize information and provide analysis to be fed into the development of Secretary-General reports and General Assembly reviews.
  • Identifies entry points to feature the work of UNAIDS in events in relation to the follow up to International conferences.
  • Advises/develops responses to policy and strategic initiatives of national governments, cosponsors and bodies of the UN System, representing the Executive Director in such relations.
  • Represents UNAIDS and provide strategic guidance to task teams and other groups working on the SDGs and UN Reform.
  • Maintains regular information sharing on issues of importance to the Regional Support Teams and Liaison Offices for timely inputs in emerging political debates and the United Nations Development Group (UNDG) process.
  • Leads and manages the New York Office through the definition of priorities and strategies; team building and development; guiding, motivating and coaching of staff; planning with particular attention to managing the Liaison Office's work, the elaboration of work plans and budgets, monitoring and reporting of activities.
  • In collaboration with Director EDR, the Director is responsible for ensuring a collaborative and supportive work environment for all UNAIDS staff in the office, centered on shared commitment to UNAIDS' mandate, with zero bullyings, harassment, discrimination or abuse of authority.
  • Performs other duties as requested.
REQUIRED QUALIFICATIONS
Education: Essential: Advanced university degree at Masters' level in development, economics, social science, public health, public administration, management and/or related field. A relevant first university degree and 17 years of relevant professional experience will be considered as equivalent for internal candidates only.

Experience: Essential: A minimum of 15 years of progressive work experience leading, managing and implementing development or cooperation programmes at the international and national levels. Experience in the UN System and/or in another international organization. Experience representing organizations with key stakeholders at the highest level. Experience managing diverse teams.
Languages: Essential: Advanced knowledge of English. Desirable: Advanced knowledge of another UN official language.
Additional Information:
  • Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
  • In addition to the salary, the post adjustment applies depending on the Duty Station.

Annual salary: (Net of tax) 100,800 at single rate
