We invite passionate and highly motivated Vietnamese applicants for the position of Disability Specialist and Case Manager, working in our Hanoi centre.

Job Purpose

To provide exceptional care to children with disabilities, ensure they can access education and other services, and provide opportunities to develop their strengths, passion, confidence and social skills to build a bright future.

Key Objectives

● Uphold Blue Dragon’s mission and values ● Ensure all children and vulnerable young adults with disabilities are protected and safeguarded from abuse ● Ensure exceptional care and tailored support based on professional needs assessment is provided to children living with disabilities and their families across all Blue Dragon programs ● Ensure disability services are accessible, equitable, free from bullying and discrimination, and connect and support children to live meaningful lives ● Share experience, information and provide mentoring to Blue Dragon staff and partners in providing exceptional care to children with disabilities and the mainstreaming of children with disabilities into all programs

Main responsibilities

The Disability Specialist and Case Manager responsibilities will be negotiated with Program Leaders, but are expected to include: ● Coordinate Disability Services including: the development and delivery of activities; budgets and financial management; monitoring; reporting; and data collection. ● Develop and implement strategic plans, guidelines, procedures and practices that ensure services for kids with disabilities are of the highest quality. ● Ensure children and young adults have access to comprehensive assessments of their abilities to inform the development of suitable support and development plans. ● Provide Case Coordination and support to care teams working with children with disabilities throughout Blue Dragon Programs. ● Provide direct case management support for children with disabilities. ● Ensure children receive adequate wrap-around support to minimize the barriers they face, including: health care, therapy, rehabilitation, special education, life skills training, career preparation, social activities and community participation. ● Advocate for children with disabilities within their families, community and local government, including collaborating with the Blue Dragon Legal Team to ensure children and young adults with disabilities are registered and receive government benefits wherever possible. ● Empower parents and caregivers by developing and maintaining parents’ groups for peer support, learning skills in caring and rehabilitation for children with disabilities, building understanding of children’s rights in order to help improve their children’s lives. • Connect and collaborate with service providers (in health, education, vocational training, employment, etc.), in all program areas, to ensure better access to services and support for children and their parents/ caregivers. • Develop and strengthen careers preparation activities for children with disabilities across all programs. • Develop families, schools and community capacity to support children with disabilities. • Develop the skills and capacity of Blue Dragon Program staff across all programs to work with children with disabilities.

Support

The Disability Specialist and Case Manager is supported by the Step Ahead Program Leader, Resources and Partnerships Leader, and the Senior Social Work Practitioner. The Disability Specialist and Case Manager supports all program staff working with children with disabilities and works collaboratively with all Program teams, all of Blue Dragon and external partners.

Key selection criteria

Essential ● Relevant qualifications or training in social work, rehabilitation, inclusive education or related field, or equivalent experience. ● Demonstrated, skills, knowledge and experience working with children and/or young adults with disabilities (intellectual or physical). ● Demonstrated understanding and applied practice of child protection and child rights (particularly relevant to children with disabilities). ● Demonstrated knowledge of the network of disability services in Vietnam ● Excellent interpersonal and communication skills, in Vietnamese and working knowledge of written and spoken English. ● Demonstrated leadership qualities and able to develop as a servant leader. ● Budgeting, planning and reporting experience or demonstrated skill. ● Able to work as part of a team-based on Blue Dragon’s Culture Guide. ● Able to work extremely flexible hours including out-of-hours and weekend work. ● Experience of working within a multi-disciplinary team, and providing mentoring support for other team members. ● Willingness to learn and develop. ● Good computer skills: Microsoft Word, Excel, emails and the internet. ● Demonstrated commitment to Blue Dragon values. Desirable but not essential ● Ability to communicate through sign language. ● Experience in assessments for children with intellectual disabilities, developmental disabilities and/or behavioural problems
