Background:
Développement International Desjardins (DID) is a Canadian non-governmental organization founded in Quebec, Canada in 1970 as a non-government-organization which belongs to Desjardins Group – a biggest financial group in Quebec, Canada. The goal of DID is to share the expertise and experience of the Desjardins Group with emerging and developing countries to successfully replicate its cooperative model in other countries within their specific contexts. The mission of DID is to increase power among disadvantaged populations by facilitating access to a diverse range of financial services and by developing individual and community assets. For over 40 years, DID has various projects in developing countries in Africa, America, and Asia. In Vietnam, the most current project of DID is “Strengthening the People’s credit fund network – STEP project” which started in 2016. For more information about DID, please visit website: www.did.qc.ca.Strengthening the People’s credit fund network – STEP project was approved by the Government of Vietnam in November 2017 and was implemented in cooperation with the Cooperative Bank of Vietnam (CBV). STEP project was funded by Global Affairs Canada with the goal to strengthen the capacity of CBV and its network of financial cooperatives, the People's Credit Funds (PCFs) in Vietnam. The overall mandate is to support and advise the CBV and PCFs network in their process of transformation and modernization to increase their level of integration and performance. The ultimate outcome of STEP project is to "increased financial security for Vietnamese men and women in targeted rural and agricultural areas by a more integrated and better performing CBV and PCF network”. The project aims to strengthen selected PCFs across Vietnam and, upon completion, transfer methodologies and tools to CBV, allowing it to continue deployment of the strategies throughout the entire PCFs network. In the framework of STEP project, different toolkits, methodology and products have been developed and implemented to beneficiaries and stakeholders through training and coaching activities. The application and impact of these are significant and bring added values and benefits to our end-users: PCF members and clients. STEP project would like to capture and record this content through different videos for introduction and promotional purposes as well as to communicate with stakeholders on the project intervention as well as on the impacts and benefits of the project.
Objectives:
In this context, STEP project is looking for a video producer to undertake production 03 documentary video clips with duration of maximum 5 minutes per documentary video clip to promote and introduce the benefits and impacts of STEP’s project activities, interventions, and tools including, but not limited to, the risk management and credit methodology aspects, specifically:- Video on the changes brought about by the implementation of the client’s group loan and cash flow-based lending methodology.
- Video on the changes brought about by the Internal Audit Toolkit and the Management Information System – PRMS within the Co-opBank, PCF’s activities, and the impact on their members/clients.
- Video to introduce the activities and results achieved by STEP namely “What is it about STEP project.”
Qualifications:
The video producer shall be a business/firm and is professionally capable, established, and experienced in the video production, as well as registering their operation according to the provisions of law, with working offices and facilities.- Shall submit certified copies of the Business Registration.
- Must have at least 3 years proven experience in film production.
- Extensive experience in producing development work related documentaries for organizations with the aim of reaching out to both local and international audiences.
- Excellent technical capacities on film editing to ensure high quality production.
- Accurate current addresses i.e., physical, postal, telephones and email, contact point.
Proposals will be evaluated on the following criteria:
- Good understanding on the requirements, targeted audience, and desired promotional content
- Realism and creativity of the proposal
- Demonstrated experience on similar assignments.
- Good understanding and experience with development project
- Timeline and budget
