Energy Officer (GGGI)


PROJECT BACKGROUND

The Energy Officer works with the Project Managers and other relevant colleagues to develop the energy portfolio in Viet Nam. The postholder will be required to have extensive experience of energy efficiency and renewable energy with broad sector expertise in the field of energy, sustainable development, climate change, and green growth. The postholder will work closely with MOIT, MONRE and other relevant ministries to develop key strategic national policy documents for energy. The postholder will have to work collaboratively across GGGI’s divisions as well as with the relevant government authorities, private sectors, and other relevant stakeholders. The postholder will have strong stakeholder engagement skills, policy development and strategic thinking skills, and experience in project management and implementation. Advanced qualifications and professional experience in Viet Nam are essential.

PURPOSE
  • Implement energy projects, monitors budget, and where necessary seeks strategic steer from Project Managers/supervisor.
  • Compile through research case studies and other illustrative materials which give practical guidance to energy efficiency and renewable energy development and implementation.
  • Assess and initiate energy projects within the Viet Nam country program and provides technical input to deliver a portfolio of services under the guidance of manager.
ENGAGEMENT
  • Acquire information and knowledge by participating in the assessment of program needs and resources to assist in program design, development, and implementation.
  • Maintain active professional relationships with partner governments, external experts and other key stakeholders to key abreast of evolving needs and opportunities
  • Build close working relationships and a strong network with a wide range of stakeholders across government and the private sector (both Vietnamese and international).
  • Collaborate with Vietnam team and other country teams, units, and divisions of GGGI on agreed joint activities to ensure integrated delivery as “One GGGI”
DELIVERY

In this role, the Energy Officer shall:

  • Understand the project cycle, identify project delivery issues, and be able to organize his/her analytical work to ensure that deliverables
  • Assess delivery issues and work with national counterparts to build common understanding and coordination on project activities
  • Deliver project activities and results within established timelines and budgets, identify, and communicate project delivery issues and potential solutions to ensure goals and objectives are achieved
  • Support the collection of data and relevant metrics for the compilation of reporting to GGGI HQ and donors.
  • Initiate, maintain, and strengthen relationships with officials in governments and international/local stakeholders and institutions in the public and private sectors.
  • Perform data collection and analyses to build and maintain knowledge base and deliver project activities.
  • Develop and disseminate capacity development and knowledge sharing products such as insight briefs and toolkits in the field of energy, climate change and green growth.
  • Implement others relevant tasks required by Project Managers/Supervisors
REQUIREMENTS

QUALIFICATIONS

  • Postgraduate degree in relevant field, i.e. energy efficiency, renewable energy, climate change, environmental science.
  • Preferred minimum 5 years of post-qualification professional experience in energy sector
  • Fluency in written and spoken English and Vietnamese is required.

FUNCTIONAL

  • Exceptional analytical skills, alongside strong synthesis, and strategic thinking skills.
  • Outstanding stakeholder engagement, client relationship, communication and consensus building skills.
  • Proven project delivery experience, i.e. managing the delivery of results on time and on budget.
  • Leadership, teamwork, and creative problem-solving abilities.
  • Excellent multi-cultural literacy and interest in being a part of an international team working in an evolving and entrepreneurial environment.
  • Experience working with developing countries implementing public policy, energy, climate change, and green growth.
  • Extensive experience and in-depth technical knowledge of energy, especially energy efficiency and renewable energy
  • Experience engaging with government officials of developing countries to influence policy development and decision making.
  • Experience working in Viet Nam essential, experience of South-East Asia a plus.
