Introduction
Better Work is an innovative partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). It aims to improve labor standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level programs. The focus is on scalable and sustainable solutions which build cooperation between government, employers’ and workers’ organizations, and international buyers.
In Vietnam, Better Work is supported by IFC, the Netherlands, Switzerland, Ireland, Canada and United States of America. It focuses on the export apparel sector and footwear sectors. The program has three components:
- Enterprise assessments on (a) the principles of the ILO Declaration core international labor standards and Vietnamese labor law, and (b) quality and productivity;
- Enterprise advisory and training services designed to support practical improvements; and
- Stakeholder engagement and sustainability.

Function
This position involves supervising staff that are providing professional level enterprise assessment and advisory services, including conducting independent enterprise assessments against lab or standards andprovisioning enterprise level consultancy services to support remediation a nd enterprise improvement. The person will play a leadership role in general Better Work Vietnam operations and stakeholder engagement, develop systems to relationships with key factories, and strengthen Better Work Vietnam’s gender strategy. The work has an impact on enterprise performance and access to markets.
Supervision and Guidance
The position reports to Better Work Vietnam Programme Manager based in Ho Chi Minh City, Vietnam. The position requires a high level of independence. Judgement, initiative and creativity are required in translating project tools and approaches to ensure impact at the enterprise level, as well as support and owne rship by national stakeholders.
Description of Duties
- Contribute creative ideas for program development and serve as a senior national program advisor to the Program Manager;
- Draft portions of program and budget proposals, objectives, program reviews, and evaluation. Monitor progress of the program by reviewing, verifying and analyzing work plans, progress reports, final reports and other data on Better Work Vietnam expansion and sustainability;
- Undertake supervisory duties, in-depth enterprise assessments and advisory services on the basis of initial work done by Enterprise Advisors. Responsibilities will include coaching, facilitating management and union improvement committees, providing technical advice and conducting classroom based training, and providing input on gender mainstreaming and women’s empowerment activities.
- Supervise Enterprise Advisors to produce high standard reports in English on (i) assessments findings, (ii) recommendations for improvement, (iii) enterprise improvement plans and (iv) progress reports on implementation. Review the reports of other advisors as part of the Better Work quality assurance system;
- Provide the leadership for Better Work’s gender strategy, including gender mainstreaming in current activities at factories, building staff capacity, as well as activities with national partners for women’s empowerment.
- Develop and lead activities to strengthen partnerships with factories, with an emphasis on senior level management. This could include initial orientation to senior level management at new factories, additional support to targeted factories, furthering Better Work factory feedback mechanisms, promoting advanced performing factories, or facilitating Better Work training or research pilot activities with factories.
- Undertake missions on behalf of Better Work Vietnam independently or accompanying other officials;
- Supervise the work of project support staff as required;
- Other duties as required by the supervisor.
Education
University degree in human resource management, business, management, adult education, international development, law or other relevant fields, or equivalent in experience.
Experience
At least three years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labor standards compliance and remediation) or other relevant field.
Languages
Excellent command of English. A working knowledge of the Vietnamese and/or of one or more of the language spoken by the workers in the export apparel industry would be an advantage.
Competencies
- Excellent team management skills, with a strong focus on building staff skills through a participatory approach. Ability to solve complex operational problems through negotiation and conflict resolution;
- Excellent communications skills, both oral and written.
- Demonstrated ability to deal with tact and diplomacy with a range of stakeholders such as staff, factory owners, management, workers, donors, international buyers, government officials, unions and NGOs.
- Very good knowledge of the Vietnamese labor law and regulations, corporate social responsibility and labor compliance issues in global supply chains, preferably related to apparel or footwear industries;
- Good understanding of programs of gender equality and equal opportunity as part of successful business practices.
- Good understanding of enterprise level human resource processes, production and quality systems, and senior level factory management operations;
- Good understanding of industrial relations and social dialogue between management and worker representatives;
- Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team.
- Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
