iSEE is a non-profit organization working for the rights of all people, including minority groups. iSEE aims to promote the values of freedom, equality, and tolerance in Vietnamese society.

Working predominantly in Hanoi and in a friendly and diverse environment, the Ethnic Minority Program Officer (EM PO) will participate in designing and managing different projects in EM program, initiate strategies to ensure efficiency and positive, sustainable impacts to EM communities in Vietnam.

Major responsibility: (More details inthe Job Description)

  • Manage and implement EM projects to ensure achievement of identified goals and objectives, and con/tribution to realization of iSEE’s vision, mission and values;
  • Participate in designing strategies in EM program such as community organizing, social raising awareness, policy advocacy, fundraising, and so on;
  • Initiate ideas, develop proposals and search information for funding opportunities for projects in EM program;
  • Build and maintain connection with relating individuals, organizations and networks for sharing and learning in order to imporve quality and contribution of iSEE in EM works;
  • Participate in developing strategies and plans of iSEE and other programs including LGBTIQ, Gender Justice and Social Networking.

  • Barchelor’s degree or higher, preferably in the field of anthropology, sociology, law, political science and other social sciences;
  • Have at least 3 to 5 years of experience in development field, rights of minority groups or relating social issues;
  • Have adequate knowledge and strong interest in development issues, preferably in immigant, land rights, community organizing, public advocacy;
  • Commitment to iSEE values, principles and practices in cultural diversity, sexual diversity, human rights based approach;
  • Excellent communication and writing skills in Vietnamese and English.

JOB DESCRIPTION

Job title

Ethnic Minority Program Officer

(Base in Hanoi)

Objective

Ensure projects in EM program reflecting the approach, priority and values of iSEE, strategically and efficiently delivering positive and sustainble impacts to EM communities in Vietnam.

Monitor and report to supervisor

Ethinic Minority Coordinator and Director.

Expected results and responsibility

Program management and implementation

  • Implement and monitor EM projects in progress, quality and financial management;
  • Build and maintain connection with different stakeholders in EM projects to ensure close, sustainable and efficient partnership;
  • Complete reports and administrative procedures requested by iSEE and donors.

Management information system and Networking

  •  Participate in relating networks and working groups;
  • Develop management information system in EM and other areas interested by iSEE.

Strategy building and fund-raising

  • Propose new pathways, topics, and methodology for EM program;
  • Design and moblize resources for projects in EM program following identified strategies;
  • Develop and maintain connection with strategic partners of iSEE relating to EM works.

Others

  • Contribute to the plan building of the team and other activities of the organization;
  • Participate and support consultation activities that are suitable with the expertise;
  • Participate in training and capacity building in EM-related topics for internal and external staffs.

Key knowledge, skills and qualities

Required knowledge and skills

  • Skills in working with community, respecting voice and agency of insiders;
  • Ability to work independently, take responsibility and complete work within deadlines;
  • Excellent communication and writing skills in Vietnamese and English.

 Encouraged knowledge and skills

  • Understading of indigenous knowldege and culture of EM communities;
  • Have knowledge and skills in using social network for social changes, policy advocacy, using arts in development;
  • Experience in management and team-work.

Contract

  • Labor contract as prescribed by Vietnam regulations
  • Entitle to health, training, and insurance based on iSEE’s human resources policies
  • Negotiable salary depending on personal experience and capacity
