Position:              Facilitators for stakeholder consultations and workshops, learning events, and retreats

I.                    Background

Social Impact (SI) is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and implementing partners (IPs) to manage more efficient, effective, and transparent programs by improving: (1) USAID and IP’s capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaborating, learning, & adapting (CLA).

Key Performance Objectives (KPOs)

1. Strengthen USAID/Vietnam’s, implementing partners’, and local entities’ (GVN, local organizations) institutional capacity, particularly in monitoring, evaluation, learning, collaboration and adaptive management, to achieve expected results.
2. Deepen use of monitoring, evaluation, and other types of data to support learning and improve performance at all levels.
3. Improve coordination, collaboration, and learning between USAID/Vietnam staff, Government of Vietnam (GVN), our implementing partners (IPs), and key stakeholders.

Learns is developing a cadre of facilitators based in Ha Noi and Ho Chi Minh city to design and facilitate events, meetings, and workshops to foster collaboration, organizational learning, and adaptive management at USAID and among its partners.

The selected facilitators will be contracted by Learns to lead or support the facilitation of learning events, stakeholder consultation workshops, and team building retreats. Selected facilitators will work with USAID, implementing partners, and Government of Vietnam (depending on the event) and will report to Learns’ Senior Organizational Development Specialist or other assigned staff. Selected facilitators’ will also have the opportunity to be hired directly by other USAID implementing partners (with facilitator’s prior approval to share contact information).  

Prior to tasks implementation, the selected facilitators will be offered orientation sessions by Learns to become familiar with the principles of Collaborating, Learning, and Adapting (CLA), USAID’s Program Cycle, facilitation exercises, and the nature of typical facilitation tasks and expectations. Selected  facilitators will also have the opportunity to join group reflections and exercises to advance their professional capacity.

The level of engagement of each facilitator is estimated to be up to 25 days per calendar year, with the possibility of extension, over the years 2021 to 2024.  

Under this solicitation, SI intends to select qualified facilitators and issue blanket consulting agreements (BCAs) to qualified facilitators to establish specific pricing levels and parameters for ordering facilitation services in the future. This will allow SI to issue specific Work Orders, on an as-needed basis, for the procurement of facilitation services over the length of the BCA. The facilitator shall furnish the services described in any Work Order issued by SI under the BCA. SI is only obligated to pay for services ordered through Work Orders issued under the BCA and delivered by the facilitator in accordance with the terms/conditions of the BCA.  At this time, the quantify of specific facilitation services to be requested under any BCA resulting from this Call for CVs are unknown. Specific quantities will depend on the needs of the project and individual Work Orders will be issued under the BCA as the need arises for additional services. This solicitation does not commit SI to award a contract nor to a specific level of engagement. 

II.                  Qualifications

The facilitator must have the following qualifications: 

  • At least 5 years of experience in facilitation (both in English and in Vietnamese), with the ability to design and implement high-quality events.
  • Knowledge and experience in international development. Experience of working with USAID is preferred, but not required.  
  • The ability to maintain high-quality work with tight deadlines, including adapting to client requests in coordination with Learns.
  • Excellent professionalism, including focus and discretion. 
  • A Master’s degree in a relevant subject such as international development, political science, management, or organizational development or a BA/BS with equivalent years of experience.

III.                Illustrative Tasks

The facilitator will undertake the following illustrative tasks. Actual tasks will be set for each specific event under each Work Order.

  • Meet with client and Learns before events to understand the event objectives, and prepare an appropriate and participatory facilitation design, incorporating Learns and client feedback as needed.
  • Facilitate the event, meeting, or workshop, including adapting based on flow or client feedback.
  • In charge of documentation of the events (support for taking notes during the events can be mobilized if needed).
  • Coordinate administrative support to help arrange meeting space, notetaking.  
  • Ensure events are properly evaluated according to Learns’ standards and participate or lead After Action Reviews on the events to improve event facilitation in the future.

IV.                Procedure for Matching Task to Facilitator 

Learns will provide written requests via email to the potential facilitator (including stage of design, time, place, duration, and any special needs, such as sectoral expertise) to determine potential fit. Exact performance standards will be established at the Work Order level. 

Learns will provide technical guidance throughout the design phase and written feedback, as necessary, and/or confirm receipt of completed work.
