Final Evaluation of the Enhancing Livelihoods Fund

The Role

Oxfam GB is looking for a consultant/team of consultants to conduct a final evaluation of the Enhancing Livelihoods Fund (ELF). ELF was established in January 2015 with support from Ford Foundation and Unilever. ELF provides financial and technical support for partners in Unilever’s supply chains to improve their social impact in sourcing from smallholders, empowering women in the supply chain and improving conditions for workers. These projects have a one to two-year lifespan with the intention for scalability and/or replication after the end of the funding period.

The evaluation will seek to respond to agreed learning questions. The consultant is expected to build-in their own critical thinking and deliver key recommendations on each of the learning questions. These questions are to be reviewed, edited, and added to during the design phase of the evaluation.

What we are looking for

We require a consultant or team of consultants with familiarity with the global value chains, market system approaches, sustainable sourcing, smallholder livelihoods, women and gender in agriculture value chains; experience with practical field-level research in some of the ELF project countries; and expertise in qualitative research techniques and methodologies.

Please see attached ToRs for more details.

Our values and commitment to safeguarding

  • Oxfam is committed to preventing any type of unwanted behaviour at work including sexual harassment, exploitation and abuse, lack of integrity and financial misconduct; and committed to promoting the welfare of children, young people, adults and beneficiaries with whom Oxfam GB engages. Oxfam expects all staff and volunteers to share this commitment through our code of conduct.Oxfam GB is looking for a consultant/team of consultants to conduct a final evaluation of the Enhancing Livelihoods Fund (ELF).
