Background

The goal of Aus4Skills is to support Vietnam to access and use high level professional and technical knowledge, skills and competencies, to contribute to the country’s sustainable economic and inclusive development. The program also aims to deepen Vietnamese and Australian people-to-people and institutional links and therefore strengthen the partnership between the two countries.
  • Aus4Skills seeks to achieve the following three whole-of-program outcomes:
  • Inclusive alumni use new skills and knowledge to make positive contributions to targeted are of Vietnam’s development
  • Selected Vietnamese Government, private sector, civil organisations and other partners demonstrate organisational through improved policies, practices or performance standards in targeted areas
  • Australia and Vietnam have stronger sustainable links and partnerships in selected agencies.
Aus4Skills is managed by Tetra Tech International Development on behalf of Australia’s Department of Foreign Affairs and Trade (DFAT).

Key responsibilities

  • Supervise and support compliance to Au4Skills’s Finance and Operations Manual
  • Oversee fraud control policies and procedures across the program’s activities
  • Develop an annual Aus4Skills budget in accordance with the program’s annual planning process, and monitor, report and forecast expenditure
  • Oversee the monthly payroll for international and national staff
  • Oversee the recruitment of locally engaged staff, issuing of work permits for international staff and the induction for all new team members

Selection criteria

  • Postgraduate qualifications in commerce, finance, accounting or similar field or equivalent experience
  • A minimum of five years professional experience in international development projects, with experience in education projects an advantage
  • Demonstrated experience in financial management and administration - including budget forecasting, financial reporting and procurement
  • Strong understanding of Vietnamese legislation on VAT, labor, social insurance and personal income tax
  • Advanced interpersonal and verbal and writing skills (Vietnamese and English language)
