Position: Finance and Administration Officer
General information
Vietnam Initiative Institute (VNI) seeks applications for a long term, full time Finance and Administration Officer for the USAID-funded Vietnam Leads project. Vietnam Leads is a three-year project aiming at improving professional development opportunities for provincial leaders.
Vietnam Initiative Institute (VNI) is the implementing partner of Indiana University (IU) in the project. VNI is a global hub for research and training in development policy for Vietnam. VNI’s mandate is to carry out initiatives in public administrative, economics and policy, and to provide research and capacity building to public sector in Vietnam in order to facilitate economic growth and social advancement. From 2016 to 2019, it initiated and ran Equitable Healthcare through Patient Satisfaction Index (PSI) project funded by Oxfam. In this project, VNI developed new PSI to measure service quality of public hospitals, conducted researches, training workshops and put forward policy recommendations on public healthcare. VNI is also managing projects funded by the World Bank and the Australian Embassy in Vietnam to conduct researches on digital government and develop innovative tools and solutions.
Purpose
The Finance and Admin Officer will be based at the project’s office and implements his/her duties under the direct supervision of Project Manager. She/he will also work in close collaboration with other staff in all matters related to project finance and accounting.
Duties and Responsibilities
The main responsibility of the Finance and Admin Officer is to provide general financial and accounting support to the project. More specifically she or he will:
Accounting and Finance Duties
- Be responsible for all financial and accounting activities of the program and be accountable before the Project management for all program financial and accounting transactions.
- Ensure all program financial transactions are fully recorded according the regulations of the Vietnamese Government and Donors.
- Coordinate with contractor to ensure timely and sufficient funding for program implementers.
- Undertake accounting tasks, monitor budget and disbursements for all program activities.
- Be responsible for reporting on program finance and disbursements according to regulations of the Vietnamese Government and Donors.
- Manage all financial evidence/original invoices and accounting records according to regulations of the Vietnamese Government and the Donors.
- Prepare financial reports and other reports as requested.
Administrative Duties
- Procurement – process purchase orders, obtain quotes for materials, equipment and services, and all supporting documents are completed for audit purposes.
- Asset Management - Maintain an updated inventory of all supplies and equipment and prepares guidelines for the proper use and maintenance of office equipment and properties.
- Establish a record of management system for the project both in paper and electronic.
- Maintain files of all personnel, consultants and subcontractors actively engaged in the project.
- Assist in calculating and prepare staff time records; and
- Perform other tasks according to requests by Project Manager and Chief Accountant.
Required qualifications
- University degree in accounting and/or finance.
- At least 5 years of experience in corporate and project accounting.
- Good secretary skills, good knowledge of financial management procedures of Vietnamese Government and international organizations.
- Experience in tendering and procurement, preparing the financial and tax report according to regulations of the Vietnamese Government and USAID.
- Good interpersonal and organizational skills, able to work independently and in a team.
- Responsible, professional, collaborative and active working attitude.
- Good command of English for finance and accounting
- Good computer skills (Microsoft Office applications); proficiency with QuickBooks and/or other accounting software for projects is an advantage
