HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

CONTEXTUALISATION:

Project Information:Handicap International - Humanity & Inclusion (HI) in Vietnam is currently accepting applications for Finance and Human Resource Manager (FHR), for a USAID-funded Inclusion IIb project. This 4-year cooperative agreement aims to improve the quality of life of persons with disabilities in Binh Dinh and Kon Tum provinces of Vietnam. The project aims to expand rehabilitation services for persons with severe disabilities in the target provinces by developing a rehabilitation plan and their realization; strengthening Multi-Disciplinary Team (MDT) rehabilitation services; building the capacity of rehabilitation service providers; provision of assistive technologies, etc. The project will also expand social services and implementation of disability policies through strengthening institutional and/or home care, including psychosocial support; improving care skills of primary caregivers and service providers; improving independent living skills as well as improved participation in community and social activities; removal of social and attitudinal barriers; improve the local system to strengthen implementation of disability policies; improve access to mainstream services; etc. The $12.5M project aims to subgrant 80% of the budget to local and international organizations in charge of implementing activities. HI's role is to support these sub-awardees and to ensure technical quality and outcomes of the project’s activities.

About the position:

The role of Vietnam Finance & HR Manager (Country Finance Manager + Country Human Resources Manager) is responsible for leading the finance team, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy and steering and operational financial management within his/her area of responsibility as described in the function description of Country Finance Manager.

She also ensures rolls out HR action plans defining the Programme's STRATOP in his/her country. S/he is delegated some of the responsibilities of the Regional HR Manager at his/her country level. In the country in which s/he works, s/he ensures that the human resources management is consistent with HI's policies and frameworks and with local regulations. S/he advises managers in his/her geographical area on all the HR processes they roll out and is responsible for maintaining the social environment in his/her country.

Vietnam Finance & HR Manager is direct report to Regional Finance Manager and function report to Regional HR Manager.

Line Manager:Regional Finance Manager, function report to Regional HR Manager.

MISSION/RESPONSIBILITIES

As Finance Manager

Mission 1: Management

  • Embodies HI's values on a daily basis (Manager as a role model).
  • Understands the strategy, makes it explicit, translates it into operational objectives for his or her team
  • Organises the operational management of his or her team, structures the work around identified processes.
  • Contributes to the development of his or her staff, creating the conditions for their commitment.

Mission 2: Strategy and steering

  • Contributes towards the drafting, revision and implementation of the financial section of Operational Strategy (StratOp) within his or her area of responsibility area and in line with HI’s financial policies.
  • Oversees the breakdown of financial strategy into action plans and advises on financial issues.
  • Leads the financial capacity assessment of local partners and the resulting capacity building plans.

Mission 3: Standards and expertise

  • Oversees the deployment and monitors compliance with all of HI’s financial policies.
  • Directs and controls HI's compliance with the legal framework of the country.
  • Supervises internal control in his or her area of responsibility, as well as any necessary corrective actions.

Mission 4: Operational implementation

Responsibility 1: Ensures financial and budget management

  • Supervises the drafting of budgets and verifies that HI’s funds are being used in an optimal manner in his area of responsibility.
  • Ensures the accuracy and updating of financial information and coordinates the process of reporting and compiling financial information in accordance with the financial calendar.
  • Produces the summary notes necessary for financial management and identifies risks. Supports budget holders with their financial steering.

Responsibility 2: Ensures accounts management

  • Is the focal person on accounting issues.
  • Ensures the accuracy and updating of accounts information and coordinates the process of reporting.
  • Directs the development of all accounting processes under his or her responsibility, ensuring their compliance with the accounting reference framework (procedures, tools).

Responsibility 3: Ensures the financial management of institutional funding in compliance with “donor” guidelines and contractual obligations

  • Directs the drafting of funding proposals for institutional donors and the construction of funding schedules.
  • Controls the monitoring of expenditure against funding and reports to the budget holders.
  • Supervises and coordinates the production and quality of financial reports for donors by checking compliance with donor guidelines.

Responsibility 4: Ensures cash-flow management

  • Is the focal person on cash-flow issues.
  • Examines, formalises and optimises requests for funds in order to ensure the availability of cash in cash boxes and bank accounts and meet the financial needs of the mission.
  • Ensures the completion of requests to open or close bank accounts on behalf of the organisation according to operational needs and the updating of bank signatories.

As Human Resources Manager

Mission 1: Strategy and Supervision: develops the Programme’s HR strategy in the country in which s/he works

  • Helps to write the HR part of the regional STRATOP.
  • Defines and implements the HR action plan for his/her country.
  • Contributes to major Programme HR reorganizations: team dimensioning: social plans or plans for strong growth
  • Compiles standard HR indicators for his/her geographical area and helps to map and mitigate HR risks and deal with incidents.
  • Participates in representing HI's HR at external bodies at his/her country level.

Mission 2: Rolls out Standards, contributes to HI's Expertise and Accountability in his/her scope of responsibility:

  • Is responsible for implementing HI’s HR policies and frameworks in his/her country.
  • Ensures compliance with HI's legal obligations and monitors the renewal of the legal documents ensuring the legal exercising of HI's activities in the country.
  • Is in charge of audit and archiving procedures.
  • Helps to ensure compliance with the rules applicable to donors in his/her scope of responsibility.

Mission 3: Operational implementation of HR

3.1: Contributes to the dimensioning and quality of Programme resources:

  • Contributes to the Programme's budgetary processes. Ensures the balance of the wage bill for his/her geographical area.
  • Contributes to project reviews of HR aspects
  • Monitors the HR aspects of local partnerships in his/her country.
  • Implements the sourcing process in his/her geographical area, and ensures compliance with and the quality of the recruitment process
  • Participates in the Programme's HR reporting schedule and helps to meet HI’s global HR deadlines.

3.2: Career Management and Skills Development

  • Organizes and monitors the implementation of the Programme’s HR cycle including the career-management policy.
  • Helps to develop the skills of managers in his/her geographical area (Manager 2.0).

3.3: Ensures the quality of the Programme's administrative management for HI staff present in his/her country.

  • Organizes staff briefings on administrative matters and employment conditions
  • Is responsible for the implementation of the payroll process and its compliance with HI’s frameworks and policies and the national legal framework
  • Represents HI with local public administrative bodies (employment inspectorate, tax, social security etc.)
  • Implements the contractual system for the country’s national staff and ensures that contracts are monitored
  • Implements and monitors the local physical and mental health policy in line with HI standards.
  • Ensures the compliance of the archiving of personnel files for the country's staff.
  • Ensures the obtaining and renewal of visas for international staff and visitors that can be carried out locally

3.4: Assists managers on his/her Programme with the implementation of HI's HR policies

3.5: Legal and social aspects: ensures the maintenance of the social environment and compliance with the HR legal framework

  • Is responsible for the legal compliance and implementation of staff representation in his/her country

3.6: Assists the Country Manager with the deployment of the HR part of the Code of Conduct and the PSEA.

Required for the function

Qualifications:
  • Education requirement: Bachelor degree in finance and accounting; Master in Labor relations and HR management, or a related field, or its international equivalent;
  • Language requirement: native Vietnamese and proficient English
  • Computer skill: Microsoft Office is preferred, with advanced Excel skills preferred.

Experiences: Minimum 3-5 year’ experiences of finance manager, of HR manager experience in the field of humanitarian aid and development project management, or Administration related jobs

CONDITIONS OF THE POSITION:
