Purpose

  • The Finance Officer is to provide service on financial management for Grant Funded Projects managed by Asia Pacific Regional Office (APAC) to ensure adherence to, and compliance with, all of Plan International ’s Global Policies in the disbursement of funds and implementation.
  • This position is to ensure the financial resources are properly used, financial and accounting activities are implemented according to Plan International and the project’s policies, procedures and Vietnamese Laws.
1. Roles in Finance Department
  • Be responsible for financial management of Grant Funded projects managed by APAC Emergency Response and Grant Funded projects managed by Plan International in Viet Nam.
  • Contribute to the achievement of the department and organization’s objectives through fulfilling individual’s roles and responsibilities;
  • Take part in finance team’s activities and network meetings, joint field visits, regular discussions and sharing experience;
  • Support the finance team in completing other works if being assigned.
2. Specific roles on Grant Management APAC Emergency Response – Children in Crisis Fund
  • Coordinate with Finance and Program colleagues in all Plan Asia countries and Regional to provide the service on finance management of Grant Funded Projects managed by Asia Pacific Regional Office (APAC).
  • Participate the meeting between APAC, and other countries meet on a quarterly basis to review the progress of funding utilization and discuss regional needs especially if there’s a specific emergency occurring in the region
3. Budgeting, financial reviewing, monitoring and reporting
  • Facilitate the budgeting process of Grant Funded projects, consolidate and review the project’s budget.
  • Support project staffs in preparation, updating and revision of the project budgets;
  • Review all financial related documents of the project to ensure compliance with the project’s financial policies and procedures and good Value for Money;
  • Closely coordinate with project staff to update project’s cash flow and monitor project’s budget and spending;
  • Coordinate with program staff to monitor spending of partners and check project expenditures incurred at partners to ensure compliance with the project’s policies and procedures and good Value for Money;
4. Capacity building for project staffs and partners on financial management
  • Training and updating Plan team and partners’ staff on project’s financial policies and procedures to ensure thorough understanding and proper application;
  • Provide continuous support, coaching, guidance to project staffs and partners to improve their capacity on accounting and financial management;
  • Participate in developing and improving Plan’s accounting and financial policies and procedures;
5. Internal financial controls and risk management
  • Perform initial and periodic assessment on financial management capacity of partners to identify risks in financial management and propose solutions/follow-up actions to improve the financial management system;
  • Ensure appropriate financial controls, processes, procedures and systems required by Plan are in place, well functioned and strictly followed, both at Plan team and the project’s partners;
  • Conduct regular visits to partners to review related financial documents to ensure compliance with project’s requirements;
  • Ensure that all financial documents are reviewed accurately and on timely basis;
  • Support auditing process, both internal and external audits, and support Project Manager in following up the implementation of auditors’ recommendations on financial area, as well as following up any other financial issues of the project.

Qualification

  1. University graduate in finance, accounting and economics or relevant qualification;

Experience

  • Minimum 3 years experiences in accounting and finance works;
  • Experience in working with NGO or community development program/project is an advantage.

Knowledge and skills

  • Excellent level of English, both oral and written
  • Knowledge in enterprise resource planning (ERP) such as SAP, Microsoft dynamics 365 is an advantage
  • Communicate positively, clearly and effectively
  • Coordination, planning, analytical and management skills
  • Strong analytical skills, communication skills, negotiating, facilitation and influencing skills, problem solving skills
  • Working both independently and in a team
  • Willing to travel within Vietnam
