OVERVIEW

The promotion of gender equality at key government agencies is an integral part of USAID’s work towards a prosperous and secure Vietnam that is effective and inclusive in tackling its own development challenges. In this context, the Program annually organizes a training on Gender and Social Inclusion to build capacity of gender and gender equality in trade facilitation for USAID Trade Facilitation Program personnel and key counterparts at the General Department of Vietnam Customs (GDVC). Annual trainings are critical due to staff turnover and new counterparts, and they also provide a “refresher” on key gender issues relevant to the Program. The trainings also underscore to all staff the importance that the Program senior leadership places on gender integration.

The Program will engage a qualified trainer/specialist in gender, social inclusion, and gender equality issues in trade facilitation in Vietnam. The trainer/specialist will deliver a one-day training in the first week of May 2021 on Gender and Social Inclusion to approximately 35 learners, including 22 Program staff and 18 from counterparts at GDVC. The objective of the training is to improve participants’ understanding of gender-related issues in the workplace. The training should incorporate interactive and/or small group activities. The training should include but is not limited to the following topics:

  • Key Concepts of Gender and Social Inclusion
    • Gender vs. sex
    • Gender equity vs. equality
    • Social inclusion and considerations for marginalized groups including people with disabilities
    • Intersectionality
    • Gender integration
    • Ensuring diversity and inclusion
  • Gender Roles and Constraints to Economic Participation
  • Gender Matters in Trade and Development: A Focus on the Vietnam Context
  • Creating Respectful and Inclusive Environments

RESPONSIBILITIES & TASKS

The Trainer/Specialist shall be responsible for the development and delivery of training syllabus, training materials, as well as physical, in-person delivery of the training session in the first week of April 2021 on Gender and Social Inclusion to approximately 35 learners. The training package will include an analysis of the learning results and training’s effectiveness, a consultant report containing the training syllabus, and recommendations for the Program’s opportunities to support women’s economic empowerment and gender equality in trade facilitation in Vietnam and how to improve future trainings.

The following key tasks are to be carried out with the Program’s prior agreement and acceptance. The tasks should build upon the previous gender trainings and be informed by the USAID study on Women’s Economic Empowerment and Gender Equality in Trade Facilitation: The Role of Customs and Border Services among other relevant resources:

  • Design and develop a training syllabus on Gender and Social Inclusion, in cooperation with the Program and Home Office Gender Advisor;
  • Designing, developing, and preparing any materials – electronic or print – needed for the training, including interactive portions;
  • Conduct the one-day, in-person training on Gender and Social Inclusion in the first week of April 2021;
  • Evaluate the results and effectiveness of the delivered training session;
  • Write a consultant report on the training syllabus, learning results and training effectiveness, and recommendations for future trainings and the Program’s opportunities to support women’s economic empowerment and gender equality in trade facilitation in Vietnam.

The Trainer/Specialist will work with the Programs & Communications Manager and Training Coordinator on the development and delivery of the training. The Trainer/Specialist is responsible for finalizing and coordinating inputs for the final report.

DELIVERABLES

  • Training materials on Gender and Social Inclusion, including agenda, suitable workbooks, PowerPoint presentations, handouts and other learning aids as necessary.
  • Delivery of one-day training on Gender and Social Inclusion for approximately 35 learners;
  • Consultant report of approximately 10 pages, including the consolidation of:
    • Review of relevant sections from previous studies/reports (to be provided by the Program) and recommendations for the Program’s opportunities to support women’s economic empowerment and gender equality in trade facilitation in Vietnam;
    • A consultant report on the training syllabus, learning results and training effectiveness;
    • Annexes of tools for information/data collection, collected information/ data attached to the report or in separated files as necessary.

QUALIFICATION AND EXPERIENCE REQUIREMENTS:

Education and Experience

  • Graduate degree with minimum 8 years of professional experience, or Post-graduate degree with minimum 5 years of professional experience in research and training delivery on gender equality and diversity, social inclusion, or similar social science;
  • Demonstrated experience in women’s economic empowerment and gender equality in trade facilitation in Vietnam

Languages

  • Excellent written and verbal communication skills in Vietnamese and English are required.

Technical competencies

  • Solid understanding and knowledge of the social system, government bodies and international organizations, and the gender equality in Vietnam;
  • Familiarity with leadership/workplace issues in Vietnam and some familiarity with trade and/or customs issues;
  • Experience delivering training to government officials and international organizations on gender equality, diversity and inclusion, or related topic;
  • Excellent interpersonal and communication skills; ability to work constructively with stakeholders;
  • Strong presentation, public speaking skills with a focus on effective delivery of academic knowledge to large audience;
  • Commitment to quality and flexible cooperation approach;
  • Good team player, positive mindset, and comfortable in working in multi-cultural settings;
  • Keen sense of ethics and integrity.
