ECW has established operations, governance and results frameworks to guide its work. Embedded within the multilateral system, ECW adheres to and ensures that gender equality and empowerment of women and girls (GEEWG) is mainstreamed throughout its investments and operations. Its Gender Policy, Strategy and Accountability Framework seeks to ensure that the needs and experiences of girls and boys impacted by crises are examined and systematically incorporated in all investments through, inter alia: gender analysis; strengthened gender capacity in ECW’s investments regarding assessment, planning, proposal development processes, implementation and monitoring and evaluation; and its organizational culture is gender responsive. The main purpose of this job is to ensure the implementation of the Gender Policy, Strategy and Accountability Framework of ECW by integrating and targeting gender through all aspects of ECW’s programmatic and operational contexts. The post holder will provide strategic advice and technical support on gender equality in education policy development and programming, advocacy and resource mobilization so that ECW can support countries to provide gender equitable, inclusive and quality education enabling ECW to strengthen its role as a global platform for work on gender equality and education in emergencies and protracted crises. This position will also provide support to ECW’s overall country investments and monitoring, working with closely with different workstreams and Secretariat staff, including the Chief of Education, colleagues in Quality Education, Advocacy, Monitoring and Evaluation, Resource Mobilization and Governance. This will involve supporting the development of sound education programming in crisis situations which delivers on on ECW’s commitment for gender responsive results. The Gender Manager may supervise and lead experts, international and national consultants and project staff and will be expected to develop and maintain a network with colleagues from UN Agencies, Government officials, multi-lateral and bi-lateral donors, NGOs and civil society. The Gender Manager will report to the P5 Chief of Education who is also the Head of the Education Team in the ECW Secretariat. The duration of this post is 12 months with the possibility of extension. A process to identify Education Cannot Wait’s permanent host will be undertaken in 2021.   • An advanced university degree (Master’s or higher) in one or more of the following disciplines: education, gender, development, social sciences, public administration, or other related fields. Familiarity with finance, economics, statistics a strong advantage.
  • Minimum of 8 years of progressively responsible professional experience in emergency contexts and/or protracted crises focusing on refugees, IDPs and/or host communities is required.
  • Excellent understanding of gender and inequity issues and in the application of gender analysis to policy and planning in relation to education in emergencies and protracted crises.
  • Experience in program management (including human resource management) and technical leadership, especially at country/field level, essential.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
